Result of Service

Guided by the overall and specific objectives of the assignment, the Facilitator will make necessary preparations, organize and facilitate the retreat, and produce material required for the retreat, in consultation with the SRO-SA Office of the Director.

Remuneration and payment schedule

The facilitator shall receive an overall fee of 4000 USD, payable in two equal installments:

• First payment of 50 per cent of the total remuneration upon acceptance of the retreat plan by the Section.
• Second payment 50 per cent of the total remuneration upon successful facilitation and acceptance of the report of the retreat.

Duties and Responsibilities

The Sub-Regional Office (SRO) for Southern Africa serves the following countries: Angola, Botswana, Eswatini, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Zambia and Zimbabwe. It has been designated as ECA’s centre of excellence for strengthening sub-regional and national programmes and capacities to achieve inclusive industrialization for reducing poverty and inequality in Southern Africa. It is divided into two substantive sections, namely (i) Inclusive Industrialization Section (IIS) responsible for accelerating and deepening industrialization in Southern Africa, and (ii) Sub-regional Initiatives Section (SRIS) with the Office of the Director providing a cross-cutting and coordination role to achieve the objectives of the Office

The Office of the Director provides a co-ordination and cross-cutting role in executing of the work programme of the SRO including work carried out by different work units under the SRO. The unit also provides programmatic/substantive reviews of the drafts prepared by other units of the Office and co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the inter-governmental committee of experts. The Office also provides leadership and coordination roles in communication, information and knowledge management matters.
It is therefore against this background that the Office of the Director of the Sub regional Office for Southern Africa seeks the support of senior level professional to facilitate the Retreat from 9-11 February 2022 to be held at a venue to be confirmed in the outskirts of Lusaka.

Duties and Responsibilities

The Consultant will work under the overall guidance Director and in close coordination with, and under the direct supervision of the technical focal point officer to prepare for, organize and facilitate the Retreat, and produce all associated deliverables.

The Consultant will specifically :

Promote team-building aimed at strengthening collegiality and teamwork in the Section with a view to promoting efficient and effective delivery;
• Facilitate strategic reflections on the raison d'être of the Section and define its workstreams based on its terms of reference, and agree on roles and responsibilities;
• Facilitate discussions to reach a common understanding on workflow based on the guidelines provided by the Senior Management Team (SMT) of the Office;
• Create a conducive environment and facilitate discussions for the finalization of the Section’s input to the 2022 Annual Business Plan (ABP) informed by the 2022 Proposed Programme Budget (PPB), achievements and lessons learnt in the implementation of the 2021 ABP, as well as emerging issues;
• Create a conducive environment and facilitate discussions for the refinement of the Section’s input to the 2023 PPB based on its mandate and bearing in mind the need for meaningful interventions in support of the sub-region’s development agenda.

Deliverables

1. Material and processes related to preparations for, organization and facilitation of the retreat to be agreed with the technical focal point/organizing team of the Unit.
2. Concise high-level report of the retreat, summarising the process, discussions and decisions taken, as well as providing expert recommendations on a way forward.

Qualifications/special skills

Academic Qualifications: An Advanced University Degree in Public Administration, Economics, Business, Public Finance, or related field is required.
Experience: A Minimum of 10 Years Experience in strategic planning, coaching and development, preferably in an international environment is required .

ii. Extensive experience in designing and facilitating retreats of a high-level team on complex issues of the UN Reforms and UN Development Frameworks especially for senior leaders in international development organisations.
iii. Extensive experience in guiding senior leaders in undertaking transformative organisational change.
iv. Demonstrated skills in building consensus among multiple partners around complex and sensitive issues, and in identifying innovative solutions to complex and systemic challenges;
v. Excellent English language skills;
vi. Excellent writing, communication and presentation skills Substantive knowledge of international development issues, UN Reforms, Agenda 2030 for Sustainable Development, the UN Development System and the UN Delivering as One approach.
Language: English and French are the working language's of the UN. For this post ,fluency in English is required.
