Overall purpose of the role:  In late 2020, some of the heaviest rainfall in over a century hit Sudan’s Khartoum State, leaving over 875,000 people directly impacted by flooding and 150 people killed by landslides and flash flooding. As a result of the floods, over 10 million people were left at risk of contracting water or vector borne disease[1] and more than 100,000 houses were reportedly damaged or destroyed across Sudan.

DRC’s response aims to address the immediate needs of flood affected communities in Khartoum outskirt areas, through targeted sectors of DRR and Shelter. The proposed action is informed by multi-sector needs assessments in the target intervention areas which have clearly demonstrated that humanitarian needs continue to remain after flooding, and require a dedicated response.

Overall purpose of the role:

The Shelter and Settlement Team Leader, with the intensive capacity building from the Line Manager, will manage all matters concerning the rehabilitation of the affected shelters in flooding areas such delivery of building materials to affected household, supervision of Shelter rehabilitation process, Cash for Work related activities, including DRR,  necessary trainings  of community members to perform the rehabilitation of households, budget monitoring/reporting, handling Purchase Orders, work plans follow ups, daily field reporting logs, quality control monitoring, monthly and quarterly reporting to donor and internally, coordination with other departments such as Supply Chain, Finance, Liaison, MEAL and maintain a good communication with relevant Authorities, are the main objectives of the role.

 

Responsibilities: (in bullet points)

 

  • Plan, implement and manage field engineering tasks in accordance with priorities and goals
  • Issue reports and progress updates internally and to Donor.
  • Manage and monitor members attendance and work
  • Adhere to relevant safety regulations 
  • Manage and guide the use of field equipment and software tools
  • Monitor expenditures
  • Keep budget in check and attend budget meetings
  • Resolve any emerging problems and issues on field
  • Allocate and delegate responsibilities
  • Supervise, train and give feedback to staff
  • Making sure the project complies with legal requirements especially health and safety
  • Inspecting structures to check conditions and quality control reporting.
  • Any other duties as agreed with the Shelter and Settlement  Manager or relevant line manager.

 

Experience and technical competencies: (include years of experience)

  • At least eight (8) years proven experience in construction and engineering
  • At least three (3) years working experience in Humanitarian Sector
  • Experience in using AutoCAD, Microsoft Office (Excel, Power Point, Word) would be an advantage
  • Excellent knowledge of construction operations and equipment 
  • Good time-management skills
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential
  • Excellent interpersonal and communication skills in English and Arabic
  • Excellent organizational, problem-solving and negotiation skills
  • Flexibility and capacity of adaptation to a changing working environment
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.

  • Qualification in relevant field (Civil and Structural Engineering)
  • Master in relevant field would be advantageous.
