Mission and objectives

The United Nations Development Programme (UNDP) is the United Nations’ global development network. UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to sustain development results.

Context

Today’s youth have come of age in an environment of unprecedented potential for empowerment: they live in an interconnected world transformed by technological advances. This young generation is the most populous the world has ever known. Six out of every ten youth in the world are found in Asia-Pacific – equivalent to 700 million young people in 2015, investing in youth is therefore paramount. In many countries, young people are also active in the public sphere, contributing to their communities in innovative ways, taking part in public debates and discussions, establishing social enterprises and claiming a space as stakeholders in the development process that affect them, their communities, and their countries. At the same time, approximately 300 million young people are either unemployed or underemployed. In other words, nearly half of the 700 million young people in the region face economic insecurity. In addition, many young people are left out of decision-making processes, which contributes to their marginalization and exclusion. Therefore, the United Nations Development Programme (UNDP) at the Bangkok Regional Hub, has launched the Regional Youth Project on Leadership, Innovation and Entrepreneurship. The project will focus on establishing a network to foster youth-led social entrepreneurship, support youth leadership initiatives, and provide grants for incubation financial mechanisms to fud youth-led programmes aimed at achieving the Sustainable Development Goals (SDGs). The project will also support research and knowledge exchange activities to inform current and new youth initiatives.

Task description

Under the direct supervision of Regional Youth Project Manager, the International UN Volunteer will: Project Financial Management • Assessment on the current financial management structure of the project in terms of budgeting and reporting • Establish project financial framework to manage project budgets in accordance with the project document and donor agreements • Quarterly update the project budget based on performance (more regularly at the year end) • Oversee the development of relevant financial reports for projects donors and UNDP • Support the development of multi-year and annual workplans of the project Project Procurement Management • Assessment of current procurement management structure in terms of planning and implementation • Improve the project procurement framework aligned with the Project Document and donor requirement • Bi-weekly update the progress of procurement • Support to develop relevant TORs and documentation for procurement processes • Support in evaluation of procurement vendors Project Risk management and safeguarding • Assess the current project Risk register, Quality Assurance checklist and Social and Environmental screening checklist • Regular updates of above checklists in accordance with the project document requirements • Ensuring the application of project safeguards and regular assessment • Support on due diligence of private sector donors . Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs: As an active UNDP BRH Youth Unit team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP BRH Youth Unit and its beneficiaries in the accomplishment of her/his functions, including: • Develop and manage project financial framework and processes to collaborate with UNDP country offices and partners in implementing regional youth project • Develop and manage project procurement framework and processes to improve the efficiency of procurement activities • Updated risk registers and governance framework for the project • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
