Purpose of the Position:

UNICC requires an experimented Data Operations Lead to coordinate the design and delivery of  state of the art data solutions to our UN Partners, lead project’s technical team and work on the new and current UNICC Data and Analytics projects. Data OperationsLead will enable UNICC to develop a common language and standardizing deployment models for advanced analytics, companies can pursue the industrialization of Data Operations. The position will also focus on implementing and monitoring the data strategy for the UN Partners. The role will lead Data Operations of the data program that sets goals, standards, quality management processes, reporting and technology for the same. This individual will be broadly responsible for holding steering committee meetings, creating milestones, assigning responsibilities and working with stakeholders to keep the program on track via effective reporting and will focus to improve UNICC’s Data Management and deployment of analytics processes as well as the quality of the insights.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief of the Data & Analytics unit within the Clients and Projects division and in close collaboration with the Data & Analytics team, senior representatives from the Chief Data Office and Internal Business Controls and will collaborate with internal subject matter experts, Technology and Service Management. The incumbent could also be requested to do any others tasks of similar level in related fields.

The incumbent will perform the following duties:

  • Set up a new governance for the different steps in DataOps, mandate full automation, and integrate more closely with the business through translators
  • Upskill the existing data teams to enable the automation
  • Build the required tools to support operations and boost performance
  • Communicate to all concerned parties milestones, status updates, as well as any existing or potential customer escalation issues
  • Prepare, maintain and submit clear and concise activity and management reports
  • Drive end results of the project as a representative of the business
  • Lead regular steering committee meetings to maintain a regular exchange of communication within the team
  • Foster collaboration among data scientists, engineers, and technologists so that every team is working in sync to use data more appropriately and in less time
  • Research and implement appropriate ML algorithms and tools
  • Own Data Service’s goals leveraging expertise to inspire a sense of shared purpose within the project team
  • Manage project scope by assessing requirements changes, determining and conveying impact on budget, time and risk
  • Manage client expectations, anticipates operational and tactical risks and tracks them; clarify, identify, and track requirements and issues, remove barriers, resolve minor project issues and escalate to immediate manager where required
  • Stays abreast of current industry trends and new technology through professional associations, trade journals, networking, and associated training and seminars
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management

Experience and Skills required:

Essential:

  • Minimum of seven years of progressive work experience in Data Programs, including five years in data management, product / platforms development and information technology systems and tools
  • Proven experience in managing multiple groups of both technical and business resources and projects and programs, including large sealed distributed data projects
  • Experience in creating substantial stakeholder value in Data Analytics and Data Sciences field. Building partnerships and strategic platforms or services within private, education & not-for-profit sectors
  • Proven experience in on-premises and Azure Data & Analytics stacks and services
  • Proven experience in Data analysis and modelling in high demanding performance environment
  • Leading experience with large scaled distributed data projects
  • Experience with enterprise data management technologies, including database platforms, ETL tools, and SQL. 
  • Deep knowledge of math, probability, statistics and algorithms
  • Customer-centric approach to delivery and problem solving
  • Ability to identify issues and problems, generate solutions and choose appropriate alternatives using basic root cause analysis
  • Deep technical know-how of some of the key evolving technological platforms like Automation, Machine Learning based Data Quality, Data Hub, AI, Sensitivity Analysis, etc. in order to lead strategic data / insights driven transformation programs
  • Deep understanding of BI / Analytics / Data Technology landscape (trends, key platform vendors etc.) and ability to assess and evaluate BI products based on specifics needs
  • Experience in establishing running services and stakeholder management, talent acquisition and management, vendor management, consulting and oversight of delivery work
  • Ability to work in a multicultural environment with sensitivity and respect for diversity
  • Experience in developing proposals, presentations, statement of work (SOW) and proactively recommend strategies to grow Business Intelligence and Analytics Practice presence in existing accounts
  • Ability to identify and evaluate systemic risks and deep appetite to be agile and lead teams by example by constantly nurturing the appetite for learning
  • Strong analytical, problem-solving, reporting skills with a pleasing approachable personality
  • Proven ability to professionally handle confidential matters
  • High degree of initiative, dependability and ability to work with little supervision

Desirable:

  • Leadership and business-domain knowledge within private, education & not-for-profit sectors is desirable
  • Proven experience in a similar role is desirable
  • AI/ML knowledge is a plus
  • Ability to manage and work on several projects in parallel is desirable
  • Customer-centric approach to delivery and problem solving is a plus
  • Oracle PeopleSoft ERP Business modules knowledge and experience is a plus(functional and/or technical) is desirable
  • DevOps, JIRA and GitHub experience is a plus
  • Experience wih data visualization applications such as  Power BI, Qlik Sense Tableau is desirable

Education:

Essential:

  • Advanced university degree in Mathematics, Statistics, Data Science, Big Data, Computer Science, Engineering or related field

Desirable:

  • Microsoft or AWS Data related certifications, such as Microsoft Data Certifications, Microsoft Data Management and Analytics or Microsoft Azure Big Data Analytics Solution is desirable
  • Prince2, ITIL, SCRUM is desirable

Languages:

  • English: Expert knowledge is required
  • Other languages: either French or Spanish, Intermediate knowledge is desirable

Compensation:

Annual Salary Estimation (net of tax at single rate), including post adjustment (27,9% on January 2022): US$ 96,694.

UNICC also offers generous leave and absence allowances, flexible working hours, overtime compensation, teleworking, access to training, and depending on eligibility other benefits such as relocation grant, dependency allowance, language allowance, or education grant.
