ORGANIZATIONAL CONTEXT

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.

With its Headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as rule of law and justice programmes in countries through some 17 Country Offices operating in every region of the world.

IDLO has been recently deemed eligible for undergoing the European Union’s Pillar Assessment (PA) as an entity requesting to be entrusted with implementation of EU funds under indirect management. IDLO is expecting to start the PA in April 2022.

THE POSITION

In order to provide surge support to the upcoming PA, IDLO is looking for an Advisor for the Pillar Assessment process (PA Advisor), to assist IDLO prior and during the assessment process. The Pillar Assessment will cover the following eight Pillars:  

  1. INTERNAL CONTROL 
  2. ACCOUNTING
  3. EXTERNAL AUDIT
  4. GRANTS
  5. PROCUREMENT
  6. EXCLUSION FROM ACCESS TO FUNDING
  7. PUBLICATION OF INFORMATION ON RECIPIENTS
  8. PROTECTION OF PERSONAL DATA

Duties and Responsibilities 

Reporting to the Director of Finance and Support Services, the PA Advisor will be an expert adviser supporting IDLO’s PA team with the preparation for and the completion of the PA. She/he will provide advice and recommendations to assure the quality of the work and the inputs provided by internal stakeholders, attending meetings as needed, providing input and suggesting the necessary action items aimed at a successful pillar assessment. He/she will provide timely updates on the assignment’s progress and achievements to the Director of Finance and Support Services on a regular and ad-hoc basis. 

Objectives 

  • Become familiar with the state of preparedness of IDLO for the PA. This includes reviewing the existing pre-assessment report, the completed questionnaire and the supporting documents. 
  • Be a resource to IDLO’s assigned Pillar Leads, advising on questions and concerns related to the retrieval and submission of documents, data, and other inputs necessary for the Pilar Assessment audit.
  • Provide quality Assurance to IDLO’s submissions to the Pillar Auditors and make recommendations for improvements where necessary.

IDEAL CANDIDATE PROFILE

Professional Experience

  • Previous experience of managing or coordinating a Pillar Assessment with an EU International or Governmental organisation is a requirement.
  • At least 10 years of relevant professional experience in audit, Resource Management, procurement, or equivalent experience in assessing business processes
  • Professional experience in institutional strengthening and capacity building for EU Pillar compliance for public and private institutions is highly desirable.

Languages

  • Excellent English oral and written communication skills.

Knowledge, Skills, and Abilities 

  • Relevant business qualifications that include professional training relevant to audits and organizational assessments. 
  • A strong drive for results for timely completion of tasks, the ability to work under pressure.
  • Diplomatic skills and an ability to build/maintain strong collaborative relationships.
  • Sound judgment demonstrated in the ability to assess documents against requirements specified in the pillar assessment.

TERMS AND CONDITIONS

The consultancy will be carried out over a period of 4-6 months. The PA Advisor will be hired on a part-time contractual basis to spend up to 30 working days over this entire period.
