Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal pointsin other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs. The Department’s interventions actively identify and combine complementary services from across three Divisions, namely: - Innovation and Digitalization Division (DTA/DTI/IDD) - Investment and Technology Promotion Division (DTA/DTI/ITP) - Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) This position is located under the Quality Infrastructure and Smart Production Division (DTA/DTI/QIS), which seeks to build national and regional quality infrastructure systems needed to provide internationally recognized services, including strengthening institutional capacities (i.e. metrology, standardization and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); supporting small and medium enterprises (SMEs) to take advantage of new technologies and standards for smart production and thus participate in global value chains; trade facilitation and promoting quality awareness with the public sector, economic operators and consumers.

PROJECT CONTEXT The Department of Trade and Industry (DTI) has been working with local manufacturers to explore opportunities for these local firms to diversify their production to include PPEs. The discourse have surfaced gaps in terms of quality and safety standards, operational and occupational health and safety standards, production technology, and testing methodologies and equipment. High-level discussions with DTI, the Department of Science and Technology (DOST), industry chambers and associations, and other government representatives forming the UNIDO – convened Multi-stakeholder Working Group on COVID-19 stressed the urgent need for UNIDO to provide the necessary support to address the challenges identified. The Global Quality and Standards Programme (GQSP) is a strategic cooperation between the Government of Switzerland and UNIDO to promote market access through enhancing compliance capacity of SMEs with Market requirements. The Special Measure mechanism is intended to address urgent needs of an industry in one or more thematic areas of quality infrastructure, value chain compliance and culture for quality. The long-term goal of the GQSP Special Measure project in the Philippines is to contribute to availability of fit-for-purpose and safe PPEs, medical devices, and sanitation products for the general population and the health workers. To this end, the project aims at achieving the following objectives: - Harmonization of Philippine National Standards (PNS) with and/or adoption of relevant international standards as PNS for products and conformity assessment procedures by the national standardization body in the fields of PPEs, medical devices, and possibly sanitation products - Public and private investment in upgrading of existing manufacturing and conformity assessment services (e.g. testing laboratories) to be able to provide reliable and accredited testing and certification services to producers of PPEs and medical devices - Adoption of standards and frequency / degree of use of PNS by manufacturers of PPEs, medical devices, and sanitation products Duty Station: Manila, Philippines Duration: 10 months/until 31 December 2022 (with possibility of extension)

Main Functions

The National Project Coordinator will be under the overall supervision of the UNIDO Project Manager (PM) and will have the duties and responsibilities listed below. The UNIDO Country Office in the Philippines will provide guidance and supervision for the day-to-day concerns. 1. Familiarize with GQSP work programme at global level and the Special Measure mechanism. Develop and update the workplan, follow through in executing the workplan, and provide regular updates to the PM and the Country Office. 2. Establish close working relations with the Department of Trade and Industry (DTI) as well as other technical counterparts; establish close working relation with financial institutions for mobilization of investment for capacity building. 3. Mapping, coordination and relationship building with key stakeholders and development partners relevant to the project, ensuring non-duplication of efforts, capitalizing on synergies, and promoting partnerships aligned with the country’s development priorities and partnership frameworks. 4. Lead project implementation and act as resource person to provide substantive advice on questions relating to PPE industry in the field of value chain analysis and quality infrastructure. 5. In consultation with the UNIDO project manager, identify in detail the nature of international and national expertise required. 6. Supervise the work of senior national and international consultants and sub-contractors, to ensure smooth and successful project delivery. 7. Contribute to communication and advocacy activities. Represent UNIDO in forums, webinars, workshops, and working groups, as necessary for the project. 8. Prepare monthly, quarterly and annual reporting for the programme according to donor specifications and UNIDO requirements. Prepare a final report at the end of the contract comprising all relevant information compiled from the interim reports, conclusions and recommendations. 9. In coordination with the project manager, brief SECO and the key counterpart Ministry regularly on project progress. 10. Prepare the documentation for the Project Steering Committee meetings. Participate in the meetings, keep the minutes and be responsible for follow up actions.

Minimum Requirements

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline with specialization in project management, is required.

Languages

Fluency in written and spoken English and Filipino is required.

Computer Skills

Field of Expertise

A minimum of 5 years of practical experience in above mentioned areas, including experience on technical cooperation in developing countries. Exposure to and expertise in quality infrastructure, standards, and value chain development are desired. With good understanding of the needs, conditions and problems of the PPE, medical devices and sanitation products is a strong advantage. Experience in project management, especially with national and international organizations is a plus Familiarity with UNIDO Procedure is an asset.
