Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

The Better Factories Cambodia (BFC) programme started operating in Cambodia in 2001 and is a partnership between the International Labour Organization and the International Finance Corporation. As part of the Better Work flagship programme, BFC engages with workers, employers and the Royal Government of Cambodia to achieve improved health and wellbeing of garment workers with knock-on effect on workers' families’ welfare, while at the same time strengthening the national industry via increased productivity in garment factories. With a current coverage of over 550 factories and 550,000 workers, BFC collaborates closely with the industry stakeholders at multiple levels of the supply chain to create sustainable and practical solutions for all. In doing so, the programme aims to improve labour standards in global supply chains, and ensuring that workers' rights and entitlements are protected to help distribute the benefits of trade. BFC supports enterprises in implementing the ILO core international labour standards and Cambodian labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers.

For the programme’s current strategic phase (2020-2022), BFC aims to impact the lives of at least 500,000 workers in all exporting garment factories and a substantial proportion of the footwear and travel goods and bag factories. BFC works jointly with the government to strengthen their capacity for upholding labour standards in the industry in the long term, support industry partners in creating a vision for the industry that combines both competitiveness and business strength as well as respect for labour standards and create stronger partnerships to build capacity for dialogue and grievance resolution at the factory level.

At enterprise level, the programme has three factory level services: a) Independent annual assessments of factories; b) enterprise advisory focusing on establishing worker-management committees (social dialogue) and supporting improvements in factories; and c) training services designed to support practical improvements in the factory.

Description of Duties

Responsibilities

  1. Provide high quality enterprise level support services designed to improve enterprise performance including coaching, facilitating management and worker improvement committees (bipartite committees), providing technical advice and conducting trainings;
  2. Independently produce high standard assessment and advisory services reports in English on (i) findings through triangulation approaches (ii) recommendations for improvement, (iii) enterprise improvement plans, (iv) progress reports on implementation, and (v) training activities and results;
  3. Review the reports of other advisors as part of the peer review quality assurance system;
  4. Select and adapt and contextualise Better Factories Cambodia/Better Work products for use at the enterprise and industry levels based on needs;
  5. Provide technical advice and input into the development of Better Factories Cambodia/Better Work research, products and strategies;
  6. Actively contribute to the project’s monitoring and evaluation of advisory, assessment and training services ;
  7. Contribute to the implementation of the programme’s strategy and collaboration with the stakeholders on sustained compliance at industry level;
  8. Adopt a gender inclusive approach across all factory level activities;
  9. Other duties as required by the supervisor.

Required qualifications

Education

Recognized university degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.

Experience

At least two years of professional experience in social dialogue, factory assessment, training or capacity building in the private sector or development organisations, work on gender equality, occupational health and safety, productivity and corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field.

Languages

Excellent command of English and Khmer. Knowledge in Chinese would be an advantage.

Competencies

  1. Good communications skills, both oral and written;
  2. Good analytical skills;
  3. Good knowledge of the Cambodian labour-related law and regulations;
  4. Good group facilitation, interpersonal and conflict resolution skills. Experience in industrial relations an advantage;
  5. Good knowledge and understanding of concepts of behavioural change;
  6. Understanding of enterprise level human resource, production and quality systems;
  7. Good understanding of corporate social responsibility and labour compliance issues;
  8. Ability to monitor the effectiveness of training and capacity building initiatives;
  9. Good understanding of principles of gender equality and principles of equal opportunity;
  10. Self-motivated and ability to work independently and with integrity;
  11. Capacity to sensitively liaise and network with a range of stakeholders;
  12. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
