The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Overall purpose of the role:

The Protection Officer-Community-Based Protection as part of DRC's Protection team, under the guidance and direct supervision of the Protection Team Leader-Monitoring and Community-Based Protection and Protection Project Manager. This position is based in Sittwe, with frequent travel to field locations in Sittwe & Pauk Taw townships. The post holder is responsible for supporting the Protection team in their community-based protection activities in particular identifying capacity building needs of incentive workers and CBPG members. The main responsibility of this position is to lead DRC’s Protection Team, working with communities of Internally Displaced Persons (IDPs) in camps and with other affected communities/villages to form community-based protection groups and train CBPG members how to protect their community themselves, as well as support in mainstreaming protection across different sectors.

Sector Responsibilities:

Capacity building to field-based incentive workers, establishments of community-based protection groups in targeted locations and training them on community-based protection modules, Facilitation in development and implementation of community action plans by CBPG members, Regular follow up and review meeting with CBPG members, Capacity building and mentoring of CSO members.

Geographic scope: Area (Rakhine-Sittwe)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations in community-based protection.

Responsibilities:  Specific duties will include, but not be limited to:

  • Make sure that an appropriate protection training plan and work-plan are in place and information are systematically reported and analyzed.
  • Develop and lead community consultations on community-based protection in targeted locations and ensure reporting to supervisor.
  • Develop ToR for CBPGs selection criteria based on community consultations.
  • Lead the formation and/or training of protection & CCCM Community-based Protection Groups (CBPGs) in selected project locations.
  • Lead the development and production of relevant training materials to train CBPGs, especially around protection mainstreaming.
  • Lead the integration of protection principles in none protection sectors.
  • Develop and lead community consultations on awareness-raising activities and center activities in all cover locations especially around Trafficking and smuggling, and ensure reporting to supervisor.
  • Develop and revise awareness-raising and information dissemination sessions aimed at preventing protection-related concerns and based on community consultations.
  • Identify gaps in inadequate communication with communities and support the Team Leader and Protection Project Manager in addressing those.

  • Write monthly reports on community-based protection and protection mainstreaming work, including lessons learned and recommendations for future programming.
  • Regularly liaise with the DRC Information Management Officer and ensure the accurate management of data records and trackers.
  • Ensure constant coordination with the Protection Monitoring, Case Management and Community Empowerment teams. 
  • Plan and lead the recruitment of camp-based protection staff as needed.
  • Supervise camp-based staff to make sure program achievement by productive work.
  • Lead the capacity-building training to incentive workers in coordination with Protection Team Leaders and other Protection Officers.
  • Provide trainings and technical guidance to Community-based Protection Assistant and respective incentive workers when applicable.
  • Provide support with the translation of program-related documents and interpretation during meetings, training, and other relevant activities when needed.

*Perform any other relevant tasks as requested by Line Manager and/or Protection Project Manager.

Qualifications and minimum requirements:

  • University BA/BSc degree in relevant field.
  • At least 2 years of relevant work experience, ideally in the Protection Sector, with excellent references, and at least 2 years of protection mainstreaming and community-based experience in protection, education, gender or similar
  • Excellent mobilization and facilitation skills
  • Strong Protection Knowledge
  • Good understanding about community-based protection and community empowerment
  • Professional proficiency in English and Myanmar Language

We Offer:

  • Start date of employment: 15 February 2022.
  • Contract: Until June 2022, including a probation period of 3 months. Possible extension based on budget availability and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
