Introduction

Eleven years into the Syria conflict, Lebanon remains at the forefront of one of the worst humanitarian crises of our time. The Government of Lebanon (GoL) estimates that the country hosts 1.5 million  of the 6.3 million Syrians who have fled the conflict since 2011 (including 952,562 registered with UNHCR as of end of September 2018 ). With the highest per capital concentration of refugees in the world, Lebanon’s social stability in many municipalities is fragile as large numbers of people increase pressure on already stretched services, infrastructure and jobs leading to tensions between communities.
Germany, through BMZ , is financing an employment drive called “Partnership for Prospects (P4P) – Cash for Work” focused on Syria and its neighbours, with the purpose of creating jobs for refugees using employment intensive methods and skills development, under the umbrella of the Lebanon Crisis Response Plan LCRP. With support from BMZ through KFW, the ILO has been implementing the Employment Intensive Infrastructure Programme (EIIP) in Lebanon since 2017. The current fourth phase of the Programme will end in December 2022. Further phases may be funded.
The core strategy of the project is to use the Employment Intensive Investment Programme approach (EIIP) including Local Resource Based Technology (LRBT) and Decent Work Principles to rehabilitate and maintain public infrastructure, complemented by training for contractors and capacity building with public institutions. The strategy has been adapted to the new context including the deepening economic crisis with a larger share of poor Lebanese and the health crisis resulting from the COVID-19 outbreak.
The project is comprised of two complementary components:
(i) Direct employment creation using EIIP, Local Resource based Technology and Decent Work principles for sustainable infrastructure development, environmental works and maintenance of public assets.
(ii) Enhancing capacity for job creation and asset management with the Ministry of Labour (MoL), the Ministry of Social Affairs (MoSA), the private sector and participating municipalities and technical line ministries.
The Senior International Engineer will be based in    Beirut. S/he will oversee the entire engineering operation of the project. S/He will supervise national project engineers and technical field staff. The Senior International Engineer will report directly to the Chief Technical Advisor in RO/DWT Beirut and will receive further technical guidance from the Resilience and Crisis Response Specialist in ROAS as well as the EIIP Specialists in DEVINVEST at HQ.  

 

 

Description of Duties

The project is currently in its 4th Phase and has developed an effective operational capacity. The Senior International Engineer will provide guidance and support to the Project Team on all technical aspects and further improve operational procedures.

  • Provide technical support for an effective implementation of project activities and an efficient delivery of the Project's entire engineering process, and provide technical assistance and on-the-job training to the project's entire engineering team.
  • Monitor the project's procurement process and assure quality and transparency. Ensure that contractors are checked against the agreed sanction list.
  • Review existing guidelines, standards, procedures, criteria, specifications, unit rates, labour-intensities and project formats related to the various engineering aspects of the planning and implementation of the KFW programme in Lebanon (including environmental aspects) and provide technical support in the adaptation and modification of existing material and/or development new material, as required.
  • Provide support in assessing EIIP capacity building requirements of government counterpart agencies (MoL, MoSA and participating municipalities and technical line ministries) and in developing and implementing a staged capacity development model. Involve municipalities and improve their technical capacity where relevant.

  • Provide support in assessing EIIP capacity building requirements of contractors and public officials, develop and review training materials in relation to labour-based infrastructure work carried out under the programme, and implement training programmes for contractors and public officials, including technical supervision and on-the-job guidance.
  • Review EIIP project selection mechanism and provide recommendations to the CTA on a suitable approach for project identification and targeting and identify projects suitable for labour-based approaches together with the project team. Validate the technical feasibility of proposed priority projects.
  • Provide oversight, implementation support, training and technical advice regarding the design (BoQs, specs), construction, rehabilitation and maintenance of planned infrastructure works in the selected municipalities.
  • Prepare TORs for design and supervision consultants. Oversee the consultants’ work, review and provide technical inputs to infrastructure design, specifications and BoQs for tender documents, suitable for a local resource-based approach.
  • Provide guidance to national engineers, supervisors and consultants to ensure that physical outputs are delivered in accordance with work plans, as per specifications and standards, within budget and in compliance with employment objectives, environmental standards and do no harm principles. Provide overall quality control.
  • Assist the CTA in monitoring and supporting the preparation of all programme documents including bids, contracts and programme technical and financial reports. Prepare and compile monthly progress reports for all projects and submit to CTA for inclusion in the EIIP monthly update for circulation to project partners.
  • Conduct regular supervision and technical monitoring of the contracted works and inspect completed works together with the project engineers. Check and endorse payment certificates submitted by contractors, review, provide inputs and endorse variation orders of the infrastructure contracts.
  • Support the CTA in overall project operations and relations with government counterparts, KfW funded Cash for Work interventions and relevant livelihood actors, and build synergies with ILO DWT, relevant ILO DC Projects in Lebanon and the region, and maintain close contact with the KFW funded EIIP project in Jordan to compare and harmonise approaches where appropriate;
  • In close collaboration with the CTA and the Resilience and Crisis Response specialist contribute to the regional platform on EIIP good practices and lessons learned.
  • Provide all other inputs required for a successful implementation of the engineering component of the project requested by the responsible chief.

 

Required qualifications

Education

Advance university degree in engineering, preferably civil.

 

Experience

 

At least seven years of professional experience at the national level, or at least three years at the international level. This includes field experience in the construction sector. Previous experience on EIIP or similar programmes will be considered an advantage.

 

 

Languages

Excellent command of English. Working knowledge of Arabic will be an advantage.

 

Competencies

  • Good knowledge of the role and operations of UN system activities for development.
  • Good knowledge of project formulation, administration and evaluation techniques and practices.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
  • Ability to negotiate persuasively with donor representatives.
  • Ability to justify requirements, and approaches to problem resolution.
  • Proven ability to draft well project documents and evaluation reports.
  • Excellent analytical skills.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
