IDLO IN MONGOLIA

IDLO has been contributing to enhancing the rule of law and improving the investment climate in Mongolia since 2012. IDLO partners with the Mongolian Government, civil society organizations, and members of the international community to strengthen accountability and institutions for peace and justice in line with the 2030 Agenda for Sustainable Development.

IDLO Mongolia programming has focused on building the capacity of the justice sector and legal professionals to implement commercial and criminal law. IDLO has also successfully implemented projects aimed at combating gender-based violence (GBV). 

Currently, IDLO is implementing the “Mongolian Institutional Integrity and Transparency” (MINT) Project funded by the United States Department of State’s Bureau of International Narcotics and Law Enforcement Affairs. The project builds on IDLO’s evolving and broad experience of working with both specialized state institutions and civil society in developing and implementing innovative anti-corruption efforts in the Eastern Europe and Central Asia (EECA) region. The MINT project will assist Mongolia in achieving the benchmarks set against its National Anti-Corruption Strategy (2016-2023) and the corresponding Action Plan attached to the Strategy (2017). Mongolia will likewise be enabled to follow up on the recommendations relating to its obligations under the Istanbul Anti-Corruption Action Plan within the Anti-Corruption Network for EECA. 

The project provides targeted capacity development for the Independent Authority Against Corruption (IAAC), Mongolian justice sector agencies, the Citizen’s Oversight Council (COC), and identified civil society organizations, along with improved coordination and broader engagement efforts to counter the persistent challenges posed by grand corruption in Mongolia. 

THE ASSIGNMENT  

The consultant will work on the MINT project with the goal of reducing corruption in Mongolia through increased prosecution and prevention. The project will provide targeted capacity development for the IAAC and COC accompanied by improved coordination and broader engagement efforts. Accordingly, IDLO will conduct a Training Needs Assignment (TNA) for further planning of the capacity development intervention. 

The TNA will be participatory, engaging with key justice sector agencies in analyzing current strengths, weaknesses, and challenges, as well as future needs, to obtain an accurate picture of the existing knowledge, skills, values, and understanding within the system. The gender expert will incorporate international best practices on gender mainstreaming into the TNA and produce a gender toolkit for case review for the IAAC investigators, Office of the Prosecutor General, and other relevant justice sector actors. The gender toolkit will present a methodology for examining gendered aspects of corruption and corruption-related offenses, especially those that have a disproportionate impact on women, such as sexual harassment, organized crime, and trafficking in persons.

Based on the findings of the TNA, and using IDLO’s learning methodology, a Training of Trainer’s (TOT) will be carried out to introduce trainers to the most effective approaches on how to deliver international cooperation in criminal matters and asset recovery training to their peers and enhance their work performance. The incumbent will support the development of training on gender concepts and provide instruction on how to use the gender toolkit.

DUTIES AND RESPONSIBILITIES

The purpose of this assignment is to: 

  • Carry out a gender-responsive TNA in collaboration with the Anti-Corruption Expert to prepare and deliver a comprehensive, effective and gender mainstreamed training curriculum and plan for IAAC investigators and representatives of Mongolian justice sector agencies.
  • The consultant will report directly to the IDLO Mongolia Field Program Manager and work in coordination with the Anti-Corruption Expert, IAAC, and Mongolian justice sector agencies to produce a series of deliverables: 
  • A desk review of the anti-corruption legal framework with special attention paid to asset recovery and international cooperation in criminal matters. 
  • Develop a gender-responsive methodology and a work plan that will include an outline of the timeline of data collection and the type of information needed from the IAAC, justice sector agencies, and other identified institutions. The methodology and work plan will be reviewed and approved by IDLO. 
  • In close collaboration with IDLO, prepare gender-responsive assessment tools for conducting the training needs assessment, defining data collection and data analysis methods and timeline. These tools will be reviewed and approved by IDLO.
  • Carry out data collection from the IAAC, justice sector agencies, the COC, and other identified institutions.
  • Analyze the data collected and develop a consolidated assessment report and training program for the IAAC, justice sector agencies, and other identified institutions. With the support of the IAAC, the selected corps of trainers, and the Anti-Corruption Expert, update the 2015 Handbook on MLA and incorporate a gender toolkit within the training program that also takes into account international good practice. The draft assessment report and training program will be reviewed by IDLO.
  • Based on IDLO’s review, make any required adjustments to the final assessment report and training program, and submit it for approval.
  • Using the approved training program and IDLO’s well-established participatory and practical training methodology, undertake the Training of Trainers (TOT) for a corps of selected trainers. The consultant will support the delivery of training on gender concepts and provide instruction on how to use the gender toolkit.

IDEAL CANDIDATE PROFILE 

Education and Experience 

  • Minimum a master’s degree in gender studies, women’s studies, international law, public policy, or other relevant fields.
  • Minimum of 7 years of progressive work experience in designing and delivering gender mainstreaming training, preferably in the field of anti-corruption, asset recovery, or related fields.
  • Demonstrated experience in curriculum or training materials development for adult learners, especially in gender training.
  • Familiarity with Mongolian justice sector institutions and the specifics of conducting training for justice professionals. 
  • Strong research background, particularly in legislative review or evaluation.
  • Copy-editing and drafting experience. 

Languages

  • Excellent written and communication skills in Mongolian and English are required.

Knowledge, Skills, and Abilities 

  • Knowledge of gender perspectives, relevant justice principles, and international/national best practices in the field of anti-corruption is an asset.
  • Excellent analytical skills and ability to identify gaps.
  • Ability to work with diverse stakeholders particularly within key justice sector agencies, relevant ministries, civil society organizations, and the international community.
  • Strong inter and intrapersonal skills for all forms of communication.
  • Ability to adhere to strict deadlines.

TERMS AND CONDITIONS

Services will be performed over a 2-month period. 

Remuneration for the assignment will be made upon satisfactory submission of deliverables as identified in the consultancy terms of reference.
