DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff,  DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

Develop and manage DRC economic recovery programming in the north of Lebanon value centered arround strengthening of livelihoods, market and self-resilience, for refugees and host populations.  The economic portfolio managed by the economic recovery manager aim at enhancing access to sustainable livelihoods among displacement-affected populations focusing three mutually reinforcing pillars – market systems, employability and integrated livelihoods and protection. Manage the implementation of direct of economic recovery and humanitarian assistance and strengthening of partners, including managing several teams in the north of Lebanon to implement various projects. Represent DRC in relevant humanitarian coordination fora, engaging with counterparts in line with DRC and humanitarian priorities, and representation of the programme to partners and authorities to boost DRC's profile and portfolio. Provide vision, leadership and direction to DRC EcRec team in the North and, as well as overseeing the implementation of the projects in coordination with support functions, personnel and M&E.

Your main duties and responsibilities will be:

Program Implementation and design: 

  • Management of DRC economic recovery portfolio in the North of Lebanon and ensure implementation and programme quality of current and proposed projects 
  • Ensure compliance of current & proposed projects within DRC economic recovery guidelines and SOPs 
  • Ensure positions are staffed and that staffs are implementing projects as per contracts and as per DRC’s standards  
  • Responsible to track, report and ensure that economic recovery projects are on track and up to standards 
  • Contribute to tools and processes to enhance quality of programming   
  • Lead the team to conduct assessment as directed by the EcRec coordinator and upon needs  
  • Contribute to development of proposals, including budget, upon the request of the Area Manager and Contribute to final project reports and regular monitoring meetings and reports 

Advocacy, coordination and representation: 

  • Represent DRC and articulate the key programmatic and advocacy points in the Livelihoods sector working group at North level, and Represent DRC to relevant national authorities to present DRC’s projects and positions, and seek relevant approvals.
  • Coordinate DRC's programme response with the relevant humanitarian actors in the field and relevant sectors

HR and Administration 

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility, including the budget management, in coordination with the finance and procurement departments 
  • Responsible for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc. 

Monitoring, Evaluation and Documentation 

  • Ensure the EcRec teams are documenting, archiving and classifying all the documents needed and produced during the program implementation, ensuring the protection of data and the compliance with donors’ rules 
  • Coordinate with the MEAL teams to ensure regular monitoring and evaluation of the projects, collaborating into accessing information and providing relevant and neutral results  

 About you

To be successful in this role we expect you to have a Master’s degree in economics, international relations, international development or related discipline required.  Moreover, we also expect the following:

Required

  • Minimum 5 years' experience in economic recovery (including decent livelihoods, financial inclusion and food security) project/ program management role involving responsibility for implementation and team management 
  • At least 3 years' experience with people management 
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation  
  • Skills in project management and budget management  
  • Experience in working in complex settings. Calm and diplomatic in nature.  
  • Experience in capacity building of staff and local partners  
  • Ability to contribute to timely project proposals and high quality reports  
  • Full professional proficiency in English
