Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring System (IMS) Division that applies engineering and science to develop, instantiate, and operate measurement stations around the world and to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

Under the supervision of the Chief, Engineering and Development Section:

Duties and Responsibilties

  1. Provide engineering expertise to lead the planning, design and technical implementation of the work of the International Monitoring Systems Division (IMS) related to the construction, installation, certification, operation, maintenance, major repairs, recapitalization and revalidation of IMS seismic and infrasound facilities;

  2. Provide seismic and infrasound scientific expertise to enhance the detection capability and data quality of IMS facilities, develop metrics for data quality control, continue development of certification procedures, implement calibration procedures in compliance with requirements of IMS Operational Manuals, follow-up on new technology developments;

  3. Provide scientific, engineering and technical solutions on all matters relating to the establishment and sustainment of the seismic and infrasound component of the IMS;

  4. Provide project management for complex IMS stations sustainment and upgrade projects involving multiple contractors;

  5. Participate in field work at IMS seismic and infrasound stations, including seismic and infrasound sensor and digitizer installation, installation and troubleshooting of communication and power supply systems;

  6. Generate and edit station specific documentation;

  7. Participate in the IMS procurement process by preparing technical Terms of Reference for IMS waveform technology equipment. Perform technical evaluations of bids;

  8. Perform equipment component testing and evaluation of compliance with IMS technical requirements;

  9. Perform system engineering including requirements management, system concept development, process definition, design validation, performance verification;

  10. Assist in preparation and presentation of scientific, engineering and technical materials and IMS training programmes. Participate in technical workshops;

  11. Perform other duties as assigned.
     

Education

  • University degree in geophysics, earth sciences, engineering or a related field;

Work Experience and Qualifications

  • At least five (5) years of relevant working experience in seismic and/or infrasound related data acquisition systems, including system design, data quality control, calibration, instrument responses, data exchange formats, and relevant working experience in seismic and infrasound station installation, certification and major upgrade projects;

  • Experience in field engineering work is required;

  • Knowledge of basic operational principles of communication equipment such as radio, fiber optic and satellite devices for data transmission over LAN/WAN links is required;

  • Knowledge of basic operational principles of AC and DC power supply systems for sensors and electrical equipment operation is required;

  • Relevant working experience in UNIX/Linux-based computer systems, data processing tools, relational databases, computer network principles, communications technology, TCP/IP networking concepts is required;

  • Relevant working experience in project management and system engineering is essential;

  • Knowledge of data acquisition systems developed by Kinemetrics Inc., Nanometrics Inc., Guralp Systems Ltd. is an asset;
     

Languages

  • Excellent written and oral communication skills in English are essential.
  • Working knowledge of other official CTBTO languages is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
