Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Overall, the consultant will be responsible to the Working Group on Programmatic Service Modules through the Chair of the Working Group, (Mr. Christian Susan, Industrial Development Officer, Directorate of Environment and Energy / Department of Environment / Industrial Resource Efficiency Division), who will coordinate the supervision and monitoring of deliverables.

Assignment Context The UNIDO Medium Term Programme Framework (MTPF) 2022-2025 is the Organizations integrated strategic, programmatic and management framework. It is premised on the dual objective of integration and scale-up first established in the previous MTPF 2018-2021. During the current MTPF cycle, the Organization is also transitioning to a result-based budget as contained in the UNIDO Programme and Budget 2022-23 The Organization’s pioneering results-based budget strengthened the momentum behind the implementation of Results Based Management principles and practices already pioneered in the MTPF 2018–2021 and has since set in motion a process of organizational cultural change with important managerial and operational implications. Enabling frameworks have been established, including the new Integrated Results and Performance Framework (IRPF) mainstreaming systematic use of results chain and indicators in the corporate and programmatic work of UNIDO including programme and budgets, and the reengineering of the UNIDO project management cycle. For a more efficient use of the regular budgetary resources and voluntary contributions UNIDO has embarked on Resource Optimization in Technical Cooperation (ROTC) in 2019. The standardization of Technical Cooperation Services through the development of Programmatic Service Modules (PSM) is one of the areas of focus under ROTC. Definition of a Programmatic Service Module (PSM): The programmatic service module (PSM) provides a standardised framework for the delivery of UNIDO’s four enabling functions to ensure the coherence of UNIDO activities across countries, to facilitate third-party monitoring, as well as extraction of comparable lessons from modules’ implementation in the understanding that UNIDO activities are to be duly aligned to the specific needs of its final beneficiaries. It thus embodies the elements of a programmatic approach to solving specific problems that UNIDO counterparts face in realizing Inclusive and Sustainable Industrial Development (ISID) agendas in their countries. A programmatic service module is first and foremost a practical tool to facilitate the preparation, implementation and monitoring of recurring technical cooperation (TC) activities at UNIDO, be they delivered on the basis of stand-alone project documents or as coherent components of a country/regional programmes, including the Country Programmes and Programmes for Country Partnerships (PCPs). While it may be presented in a variety of different formats, the programmatic service module should contain one or more, though ideally all, of the following elements: - a Theory of Change using the logic of the Bennett hierarchy, differentiating among groups of beneficiaries (e.g. individuals, firms, etc.) whose behavior is to be modified; - the (highest possible) use of Key Performance Indicators drawn from the IRPF, including means of verification and a monitoring plan; - an indicative list of assumptions connecting each level of the hierarchy to the one above (and, correspondingly of the associated risks and risk-management and mitigation strategies); - an explicit connection to the UNIDO thematic priorities, as contained in the Medium-Term Programme Framework of UNIDO; - awareness of main challenges and risks based on past implementation; - a structure that allows for module’s replication in different contexts and that provides a consistent approach to achieve development objective/s independent of the implementing structural unit at UNIDO. Notwithstanding the need for UNIDO to continuously explore new areas and to solve newly emerging challenges, the programmatic service module is a distillation of the experience of UNIDO in the implementation of a coherent thematic portfolio. As such, it embodies and crystallises the distinctive expertise of the Organization on that theme and it hence lies at the core of UNIDO’s value proposition to beneficiaries and Member States. The programmatic service modules are to be accompanied by related promotional material to be used for the purpose of country/regional programming, as well as for initial negotiations with donors/ stakeholders or for the purpose of establishing partnerships with private/public entities. Following the in-house stocktaking initiative undertaken by a dedicated WG in May-June 2021, aimed at collecting information and data on existing standardised programmatic service modules identified according to the established criteria, a template was developed based on the service modules prepared during the ROTC pilot in 2020 in the form of an Excel table to be filled-in by all Departments and of an accompanying instruction note. Main Functions

1. Under the supervision and in close cooperation with the WG on PSMs, to: 1.1. Following the initial briefing by the WG on the results of the 1st level review of PSMs, support finalization of the first- level quality assessment and undertake the second-level quality assessment and in-depth review of PSMs holding meetings with drafters and WG, identifying, repetitions/overlaps/similarities and the potential of merging PSMs and ensuring universal formulation, proper use of IRPF indicators, risks&assumptions and harmonization of terminology used in all PSMs. Outputs to be achieved Synopsis report and power point presentation to the WG & OCC on expert’s observations of distance to target for every PSM and on the whole Department’s PSM package. The report will contain a review of the identified overlaps, repetitions and possible options for merging (if any remaining) within one Department’s PSMs package and among PSMs of different Departments’ packages. 1.2. Prepare a synopsis report, present its preliminary findings, deliver an online presentation to the WG and finalize the report for delivery to OCC. The WG will collectively analyse findings of the second-level quality assessment and use them to facilitate inter- and intra- Departmental process of finalizing the PSMs. This will include to eliminate repetitions/overlaps/ similarities assure the proper use of IRPF indicators, risks& assumptions and to assure that the Divisions/Departments provide final PSMs using universal formulation and harmonized terminology Outputs to be achieved Final PSMs package endorsed at the technical level by Division Chiefs and Department Directors and submitted to the OCC 1.3. Support finalization of each PSMs package per Department that will be fully drafted and signed off by Chiefs and Directors Outputs to be achieved Final report on the proposed PSMs architecture agreed by the WG and submitted to the OCC for endorsement. 2. Under the supervision and in close cooperation with the WG on PSMs, design the overall PSMs architecture under the MTPF 2022-2025 of UNIDO following the general structure approved by the OCC in October 2021. Using final PSMs, the WG will elaborate its conclusions and recommendations on the overall PSMs architecture.

Minimum Requirements

Education

Advanced university degree in business administration, international relations or other relevant discipline, is required. A PhD may be considered an asset.

Languages

Fluency in written and spoken English is required.
