The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP is well known for its ability to deliver food assistance rapidly to people in need. In recent years, WFP has experienced a paradigm shift in response to an evolving operating environment that requires the UN agency’s technical expertise not only in the delivery of food assistance, but also in the development of sustainable hunger-smart and nutrition-sensitive solutions that will support progress towards Sustainable Development Goal (SDG) Two: “End hunger, achieve food security and improved nutrition, and promote sustainable agriculture”.

We are currently seeking a qualified individual for the position of Forensic Investigations Officer at the P3 level based in the Organization's Office of Inspections and Investigations (OIGI) at WFP Headquarters in Rome, Italy. The Forensic Investigations Officer will be reporting to Forensics Officer (P4) (first level) and Chief of Operations and Investigations Support (second level).

Frequent and often at short notice travel to WFP field operations, in over 80 countries, is required.
 

JOB PURPOSE

Within delegated authority, the Forensic Investigations Officer will be responsible for the following duties:
•    Provide digital forensic services including recovery and acquisition of evidence from IT equipment, preservation and management of evidence using best industry practice during investigation and archiving.
•    Analysis of evidence including device data extraction, recovery of corrupt data, electronic mail extraction and database examination.
•    Perform regular data mining and data analytical procedures using appropriate tools (e.g. lntella) to assist in investigations, including regular data mining to highlight potentially fraudulent activity.
•    Perform complex OSINT extractions and analysis.
•    Provide tailored digital forensics trainings to the OIGI Investigations Officers and Forensics Officers, where appropriate.
•    Perform comprehensive technical analysis and interpret computer-related evidence such as e-mail, various databases, and information stored on electronic devices using forensic tools and methods.
•    Document the chain of custody process for forensic evidence, as well as evidence acquisition and analysis methods.
•    Plan and implement electronic discovery, computer forensic investigations, and related services for large data sets.
•    Collect pertinent information related to OIGI cases utilising WFP corporate database, including SAP, and available public databases.
•    Review the collected data along with OIGI case materials, analyse the data and produce comprehensive analytical reports.
•    Maintain knowledge in IT and digital industry standard tools, policies and practices as they pertain to investigation work in order to identify any shortcomings or potential for improvement and advise OIGI management accordingly.
•    Maintain OIGI forensic systems and equipment by carrying out regular tasks, such as backing up data, monitoring network and systems, and peripherals, running systems diagnostics, patch management and system optimization, replenishment of consumables, etc.
•    Administer user access to systems and databases, monitor system and application usage.
•    Carry out any other duty as instructed.
 

KEY ACCOUNTABILITIES (not all-inclusive)

• Efficiently plan and undertake office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.
• Manage the workflow of individual investigation cases within the set timeframes.
• Prepare reports and ad hoc briefs pertaining to investigations and based on analysis and findings, make recommendations for corrective actions, improved controls and efficiency of WFP operations.
• Contribute to the development or develop policies and procedures and share best practices/lessons learnt from investigative work.

STANDARD MINIMUM QUALIFICATIONS

Education:  

Advanced university degree in Digital Forensics, Computer Information Systems, Criminal and Forensics Sciences  or other related fields. Relevant professional certification in the field of Digital Forensics.

Experience:  

Five years or more of professional experience in digital forensics, investigations, evidence handling, e-discovery processes and data analysis with an international organization, law enforcement agency, law firm, multinational company, professional services firm, or similar environment.  

Knowledge & Skills:

•    Skills in coordination of multiple investigations and delivery of planned outputs.
•    Familiarity with the use of various research methodologies and sources, including electronic sources and databases.
•    Ability to coach staff in collection and handling facts and evidence.
•    Strong business acumen and strategic thinking
•    Strong coordination, planning and leadership skills including ability to influence Senior Managers by consistent and clear communication.
•    Solid communication skills and setting priorities.
•    Demonstrated knowledge of the latest digital forensic techniques (acquisition and analysis) applied to hard drives, electronic devices such as mobile phones, networking and encryption, principles and techniques of computer security investigation, etc.
•    Demonstrated knowledge in the development of automated forensics scripts using PowerShell, Python, or other programming language, including EnScript Programming.
•    Demonstrated knowledge in application programming interface (API) analysis for forensics investigations.
•    Demonstrated familiarity with United Nations justice system is highly desirable
•    Demonstrated expertise in theories, concepts and approaches relevant to investigations and practical use of investigation techniques.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or, Portuguese (WFP’s working language).
 

OTHER SPECIFIC JOB REQUIREMENTS

The Forensic Investigations Officer will be under the direct supervision of the Forensics Officer (P4) and will assist OIGI Investigation Officers in carrying out investigation activities. The person selected will participate as a team member on investigations under the guidance of a lead Investigation Officer and with a certain degree of independence.
The Forensic Investigations Officer is expected to:

•    Show effective and timely interaction with colleagues and concerned parties, internally and externally.
•    Contribute to OIGl's policies and procedures and best practices.
•    Conduct himself/herself in a professional manner, keep confidentiality and exercise due care in carrying out his/her work; and
•    Undertake the tasks in accordance with the standards of quality, style and format used in OIGI.
 

TERMS AND CONDITIONS

•    The position is open to all nationalities. 
•    The position is based in Rome 
•    The selected candidate will be employed on a renewable fixed-term contract with a probationary period of one year.

•    Mobility is and continues to be a core contractual requirement in WFP. These positions are however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
