Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

The External Relations, Protocol, and International Cooperation Section is tasked to promote signatures and ratifications of the Treaty with the aim of achieving entry-into-force and the universalization of the Treaty.  At the same time the Section is tasked to arrange and coordinate outreach and education activities, as part of the integrated capacity building efforts of the Organization.

Reporting Lines

Under the supervision of the Chief, External Relations, Protocol, and International Cooperation Section, to: 

Duties and Responsibilities

  1. Provide assistance to the Executive Secretary, the Director of the Legal and External Relations Division and other senior staff in their meetings with high-ranking governmental officials and delegations from those States assigned to the incumbent and their participation in high-level multilateral conference by preparing background notes, presentations and talking points as well as handling diplomatic communications with Permanent Missions and national authorities as necessary;
  2. Provide analysis for attention and consideration by the senior staff of developments in the nuclear non-proliferation and disarmament regime within the contextual framework on matters related to the Treaty and the work of the Organization and develop and execute product-oriented strategies on ways to promote the universalization of the Treaty in its twenty-fifth anniversary year;
  3. Liaise with assigned States Signatories, and non-signatories, as well as relevant regional and international intergovernmental organizations with the aim of promoting the goals of the Treaty and its entry into force universalization; prepare draft reports on meetings and ensure that follow-up action is taken;  
  4. Assist in the development of proposals for organizing and implementing education and outreach activities with the aim of raising awareness and enhancing understanding of the Treaty and its verification regime, thereby contributing to efforts to facilitate the Treaty’s entry into force and universalization; 
  5. Assist in organizing education and outreach activities as approved by the Section Chief and the Division Director, including the Science Diplomacy Symposium planned for the second quarter of 2022, and prepare reports on the results of those activities; 
  6. Explore possibilities and develop proposals for increasing voluntary contributions for education and outreach activities, to be undertaken as part of the Organization-wide integrated capacity-building efforts, for consideration by the Section Chief;
  7. Coordinate the activities of the interns, to support the objectives of the Section, and provide guidance and training to them as necessary;
  8. Perform protocol duties as required;
  9. Perform other duties as assigned.

Education

  • University degree (Bachelor’s degree or equivalent) in political science, international relations, including non-proliferation and disarmament, or related field;

Work Experience and Qualifications

  • At least two (2) years of relevant working experience, including experience through internships, part of which should preferably be in international environment;
  • Experience in preparing analytical papers and reports on meetings and events;
  • Some experience in assisting senior officials in multilateral diplomacy desirable;
  • Some experience in project management desirable; and
  • Familiarity with the workflow and the operation of the Legal and External Relations Division highly desirable.
     

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages is desirable.

Duration of contract

The Temporary assignment is limited to a period of 130 working days (6 months).

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
