ORGANISATIONAL CONTEXT

The International Development Law Organization (IDLO) is the only global intergovernmental organization exclusively devoted to promoting the rule of law to advance peace and sustainable development. IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, sustainable development, and economic opportunity.

With its headquarters in Rome, Italy, a Branch Office in The Hague, and United Nations Liaison Offices in New York and Geneva, IDLO carries out policy advocacy, research, and learning, as well as rule of law and justice programs in countries through some 17 Country Offices operating in every region of the world.

The Office of General Counsel (OGC) is a dynamic generalist legal practice whose overarching aim is to advance and protect the legal interests of IDLO while mitigating risk, fostering accountability, and helping to ensure the effective and efficient operation of the organization and its governing bodies. OGC advises the entire organization on a diverse range of legal and ethical issues. Advice is provided to the Director-General and to senior managers and organizational committees, as well as to all departments, country offices, and teams.  Given the high legal and ethical standard against which a rule-of-law promotion organization is held, OGC plays a pivotal role in ensuring that IDLO is in full compliance with all applicable authorities.

BACKGROUND

With funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), IDLO is implementing a 16-month project entitled “Enhancing the Capacity of Justice Institutions to Deliver Justice in Somalia.”

The purpose of this project is to increase the capacity of judges and prosecutors in Somalia to fairly, effectively, and efficiently adjudicate/prosecute civil and criminal cases and to enhance access of the Somali population to formal justice institutions. IDLO will support the operationalization of the Judiciary Training Institute (JTI) by strengthening the operations and performance of the JTI; supporting the development of a national approach to harmonize the application of laws in the Federal Member States and the promotion of educational opportunities for judges and prosecutors adopted by the JTI; increasing the capacity of federal judges to handle cases of gender-based violence, and increasing the capacity of federal prosecutors to adjudicate serious crimes, improve courtroom etiquette, and to follow prosecutorial procedures. The project will also support the establishment of five Attorney General’s Offices in the Puntland, Jubaland, Southwest Somalia, Galmudug, and Hirshabelle.

THE ASSIGNMENT

The position falls within the framework of IDLO’s engagement in enhancing the capacity of justice institutions to deliver justice in Somalia. The GBV Legal Expert will work in collaboration with IDLO Somalia’s Country Office staff, Somali government representatives, Somali justice sector actors, as well as other stakeholders.

The incumbent will report to Field Program Manager. The position will cover the period 01 February – 15 April 2022.

Summary of Functions

  • Review the GBV handbook and the training manual
  • Translate the GBV handbook and the training manual
  • Attend a national validation workshop and incorporate feedback.
  • Design and deliver a 3-day training to a select group of judges in Mogadishu.
  • Produce a comprehensive training report.

Key Results Expected

The incumbent will be responsible for the implementation of the following activities and deliverables:

  •  At the start of the consultancy, undertake the IDLO online Training of Trainers (TOT) to familiarize with IDLO Training methodology and send the certificate of completion to IDLO (capacitydevelopment@idlo.int).
  • Review the GBV handbook and the training manual developed by the GBV expert to ensure both are Somali context fit, are compliant with the relevant provisions of the Somali law, and correctly integrate Sharia law provisions.

                   a.  Remuneration upon delivery: $1,200

  • Translate the GBV handbook and the training manual from English to Somali language ensuring the highest standards of professional legal translation.

                  a. Remuneration upon delivery: $3,500

  • Attend a national validation workshop for the JTI curriculum which will also discuss the GBV handbook and the training manual, make a presentation of the contents of the GBV handbook and the training manual, receive feedback and integrate such feedback.

                 a. Remuneration upon delivery: $800

  • Design and deliver a 3-day training to select a group of judges in Mogadishu using the training manual and the handbook. This includes the development of PowerPoint presentations, pre-and post-tests.

                 a. Remuneration upon deliverable: $1,500

  • Produce a comprehensive training report within a week of the training completion

                 a. Remuneration upon delivery: $500

  • Provide technical advice to IDLO staff during the delivery period, if requested.

IDEAL CANDIDATE PROFILES

Education and Work Experience

  • Advanced University degree in Law, with expertise in the Somali criminal justice system.
  • Ten (or more) years’ work experience as a judge, prosecutor, or defense lawyer is necessary.
  • Proven experience in training and mentoring criminal justice actors.
  • Proven experience in reviewing training products for judges, prosecutors, and criminal defense lawyers.
  • Proven experience working with criminal justice actors in Somalia.
  • Advanced research experience is highly desirable.

Language Skills

  • Fluency in written and spoken English.
  • Fluency in written and spoken Somali.

Specific Technical Skills and Competencies

  • Highly organized, with a problem-solving attitude.
  • Strong communication and interpersonal skills, and the ability to work in a multi-cultural environment.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Keen sense of ethics, integrity, and commitment to IDLO's mandate.
