The Inspectorate Division is responsible for the efficient and effective deployment of inspection teams to both military and commercial facilities around the world, as required by the Chemical Weapons Convention (CWC). The Division maintains readiness to conduct Challenge Inspections and Investigations of Alleged Use, and to deploy the Rapid Response and Assistance Mission (RRAM) to Member States, as needed, in the event of a chemical incident.

Responsibilities


Job Summary


The Operations and Planning Branch, which is part of the Inspectorate Division of the OPCW, is responsible for planning, coordinating, and monitoring all OPCW missions. It acts as the focal point within the Technical Secretariat for the conduct of inspections and, in this regard, establishes a communication link with National Authorities and the inspection teams in the field.


 


We are looking for an experienced Head of Operations and Planning to organise and oversee the day-to-day activities of the branch. The successful candidate will be responsible for the OPCW’s worldwide inspection activities by overseeing and managing all aspects relating to mission planning, logistics, financial, administrative and procurement arrangements and the 24/7 centre of operations. The successful candidate will also be responsible for liaising with internal stakeholders to provide expert advice and guidance relating to missions, and with external stakeholders (e.g. Member States National Authorities, Permanent Representatives, UN disarmament organisations, etc.) to address all maters relating to operational policy and development.


 


The main objective for the post is to ensure the successful operational implementation of the world-wide Verification Regime of the OPCW.


Main Responsibilities


Under the direct supervision of the Director of Inspectorate, the main responsibilities of the Head of the Operations and Planning Branch are:



  • Demonstrate the core values of the OPCW in the execution of your duties;


  • Maintain confidentiality in accordance with the Manual of Confidentiality Procedure (MCP);


  • Act with due regard to health and safety (H&S) by taking all reasonable steps to prevent, reduce and eliminate harm, injury or illness in the work environment;


  • Plan, organise and manage the worldwide inspection activities and non-routine missions (NRMs), consistent with the Chemical Weapons Convention (CWC), Decision of Policy Making Organs and the Verification Regime;


  • Initiate discussions, in coordination with Senior Management, National Authorities, delegations, outside bodies on operational policies and programs,, to pre-empt or solve operational concerns;


  • Recommend and implement policies on the effective and efficient use of Inspector Resources in Office of the Director of the Inspectorate Division (DOI) and the Inspectorate Management Team (IMT).

Qualifications and Experience


Education


You should have an advanced university degree in a STEM subject (science, technology, engineering and mathematics), international relations, military science, public administration or in any other close related area from a recognised institution with a proven relevant working experience of minimum 10 years. A First level University degree in combination with relevant qualifying working experience (minimum 12 years) may be accepted in lieu of an advanced university degree.


Knowledge and Experience


Make sure you have at least 10 years of cumulative related experience in operations management under field conditions.  This includes communications, complex logistical issues, and project management.


In addition, we will be looking for the following knowledge and experience considered as essential:



  • A thorough knowledge of Operation/Command Control management and practices;

  • Demonstrated ability to handle sensitive and confidential issues in a diplomatic and effective manner at the highest standards;

  • A proven track record of successfully leading and managing multi-disciplinary teams;

  • Leadership experience gained in a managerial, government, scientific or technical area;

  • Ability to communicate effectively to a diverse professional audience (both verbal and written);

  • A proven experience in Resource Management.

Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The mandatory age of separation at the OPCW is 65 years.



Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
