ORGANIZATIONAL CONTEXT

This job is based in Addis Ababa WFP Country Office. Job holder report to  Head of HR or the designate.

JOB PURPOSE

To manage the delivery of professional, client-focused HR services, partnering with senior managers to contribute to the implementation of HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES

1. Conduct recruitment of International Consultants, Limited Fixed Term, Fixed Term staff and ensure all requirements for recruitment have been received, i.e., approved recruitment request and necessary funding code are in place. Moreover, also manage current STP’s until lapse of the contract type;
2. Provide all the requirements for identified Fixed – Term positions posted on WFP Advertisement system for the reassignment exercise;
3. Provide advice to recruiting managers on salaries/honoraria and other related benefits for a better hiring decision.
4. Advice International staff under recruitment on related entitlements and other allowances and incentives in line with HR riles and regulations and as per contractual terms;
5. Review, analyze, determine, and recommend level of remuneration as per applicable consultancy Honorarium Directive;
6. Focal point for MSS actions (budget & position management) to ensure timely appointment, reappointment, and extension of contracts against well established and funded positions.
7. Monitor contract expiry date (NTE) to ascertain extension, reappointment and/or separation action is taken in good time to avoid staff falling off payroll and/or eliminate discrepancies in payroll;
8. Assign, provide and confirm necessary funding/charge codes to relevant staff in HQ in consultation with Finance/Budget and/or Fund Manager;
9. Monitor positions funding expiry date and take necessary action to assign necessary funding to affected position, in consultation with Finance/Budget and/or Funding Manager;

KEY ACCOUNTABILITIES Cont.. - International Staff Administration

1. Provide orientation and briefing to newly recruits and/or reassigned staff;
2. Provide professional advice to managers on staffing and recruitment/hiring decisions;
3. Provide guidance to staff in the interpretation of policies and procedures including their application to non-standards or new business process situation;
4. Maintain accurate and updated statistics of Internationally Recruited Staff;
5. Liaise with HQ on different issues related to International staff administration;

6. Determine staff eligibility to different entitlements/benefits such as R&R, home leave, family visit and ensure rules and regulations governing those entitlements are adhered to prior to approval;
7. Process separations and advise staff on separation clearance requirements;

8. Perform any other duties as required. 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: Typically, five years or more of postgraduate progressively responsible professional experience in Human Resources with an interest in International humanitarian, development. Experience of managing small teams of staff with related areas of expertise.
Knowledge & Skills:
1. Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and process.
2. Ability to lead, coach and motivate a team. Good communication sills with the ability to persuade, influence and adapt, communication style to different situations and individuals. Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems. Ability to build and maintain effective work relationships with human resources counterparts, managers and staff within HQ/regional/Country office. Ability to work independently.
3. Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
Language: Fluency in both oral and written communication in English.
