Introduction:

Based in Seoul, The Global Green Growth Institute (GGGI) was established in 2012 as an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. The Climate Action and Inclusive Development (CAID) Department within GGGI’s Investment and Policy Solutions Division (IPSD) works to advance GGGI’s impact through global, multi-sectoral programs that deliver strategic research and analysis, knowledge sharing, and capacity building in green growth.

One of CAID’s projects that aims to support knowledge sharing is the Green Growth Performance Measurement (GGPM) Project. The GGPM has two interlinked components – Green Growth Index and Simulation Tool. This consultancy is related to the Simulation Tool. The Simulation Tool is designed to allow users to enhance their knowledge on how countries’ green growth performance can be influenced by different policy options within these dimensions. The Green Growth Index and Simulation Tool are integrated approaches and so the validity of the underlying models and assumptions of the latter depend on the policy relevance of indicators that frame the former. The Index serves to benchmark countries’ green growth performance through a common set of variables based on publicly available and credible data. Because the Index is based on a robust sustainability framework, it can highlight achievement of many relevant Sustainable Development Goals (SDGs) that are linked to green growth. The consultant for this assignment will contribute to the development of an interactive webpage for the OECS Green-Blue Growth Index. He/she will be hired by GGGI and report to GGPM project manager and work closely with the other members of the team.

 

Objectives/Purpose of the Assignment:

The consultant’s assignment will include various tasks that will contribute to the successful and timely delivery of the website and report on the Green-Blue Growth Index, which include:

  1. Support download and preparation of time-series data from online sources using API and validate consistency using appropriate statistical and visualization tools
  2. Using Python, compute the Green-Blue Growth Index globally excluding landlocked countries
  3. Develop an interactive webpage for the Green-Blue Growth Index
  4. Prepare description on how the Phyton codes work to allow transfer and replicability of the models by other researchers and modelers
  5. Prepare graphics that will be used to present the results of the OECS Green-Blue Growth Index in technical report

The consultant will also provide inputs to other tasks that will be relevant for the improvement and dissemination of the OECS Green-Blue Growth Index. 

Scope of Work:

This is an individual consultancy assignment to support the GGPM team in GGGI headquarters in developing and applying the OECS Green-Blue Growth Index in collaboration with the Caribbean Office and OECS Commission.

The consultant will report on a weekly basis to the GGPM project manager to discuss the deliverables.

 

Qualifications/Experience/Expertise

The selected consultant is expected to have the following skills and experiences:

  • At least a Bachelor’s level in relevant environmental and quantitative analytical fields such as mathematics, resource economics, development economics, environmental science, engineering, social science, human ecology/geography, etc.
  • At least two years of work experience related to data, information system, and digital services.
  • Experience in crafting policy-relevant recommendations from technical work, and drafting analytical/technical reports in English, are necessary.
  • Experience in systematic review of scientific literature on concept and methods related to green growth, climate change, and/or sustainable development is necessary.
  • Solid experience in using/developing models using Python or R software is necessary.
  • Knowledge on GGGI’s Green Growth Index is highly desirable.
  • Experience working with international organizations and/or research/academic institutions is highly desirable.
  • Ability to deliver very good quality draft reports in a short period of time is important.
  • Fluency in spoken and written English is required.
