OBJECTIVES OF THE PROGRAMME

The Department of Finance (FNM) ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies. SHI is located in FNM.

DESCRIPTION OF DUTIES

Under the supervision of the SHI Finance Officer, and as part of the SHI Team the incumbent is responsible for the following:30% of time - SHI Payment Processing :

--> Responsible for the periodic reviewing and updating of the SHI Payment Process for claims, streamlining and strengthening the process if necessary.

--> Monitors and processes the SHI Payment, ensuring that all necessary controls and checks are completed.--> Ensures that Regional Office payments are made in the same manner.

--> Coordinates with the Global Data Hub (GDH) and Common Payments Platform (CPP) on the payment.

--> Follow up on payment issues and ensures that action is taken with key players (TSY, IT/HIIS focal point).

--> Ensures that the supervisor for the payment process is kept abreast of any updates/changes or problems. 60% of time - Accounts Reconcile the SHI Clearing Account (243010) monthly, on receipt of the IOV data from PAHO colleagues. Ensure that the necessary transactions are booked on a monthly basis by multiple journal vouchers and reviewed by the Finance Officer. This process will include the reconciliation of TPA payments to TPA data received. Work closely with relevant SHI and PAHO colleagues to establish a periodic reconciliation of the SHI contributions and claims accounts (i.e. 461001 to 461107 and 560001 to 560104). Compile the monthly RHI contributions reconciliation file with associated back-up from the UNJSPF.10% of time - Other Administrative matters: Focal point for Third Party claims (2-5/year), enrollment of IPOs into PAHO TPA system, other duties as required which including supporting other colleagues in the team when absent.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent.
Desirable: Higher education an advantage.

Experience

Essential: A minimum of 8 years of administrative or finance-related experience.
Desirable: Experience in health care insurance related activity, preferably involving a multicountry network would be an asset. Accounting experience. In-depth knowledge of: SHI rules, staff rules, financial regulations of WHO. ERP experience an advantage, specifically from an accounting perspective.

Skills

The incumbent controls an ever-increasing workload by revising priorities often on a daily basis and often several times a day. The incumbent uses mature judgement when responding to unusual requests, courtesy when redirecting callers and diplomacy when dealing with sensitive claims and drawing attention to staff on specific insurance rules. Incumbent ensures cases of potential fraud, excessive billing or other anomalies are dealt with under supervision and in absolute confidentiality.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 82,568 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
