Background

Violence against women (VAW) and girls is one of the most systematic and widespread human rights violations. The impact of violence for women and girls ranges from immediate to long term physical, sexual and mental health consequences. It has immense personal, societal and economic costs all around the globe: from greater health care and legal expenses to productivity losses. Gender equality and empowerment of women is central for the achievement of full human potential and sustainable development—with the elimination of violence against women being a crucial component.
 
Spotlight Initiative (SI) is the world’s largest dedicated effort to end all forms of violence against women and girls by 2030. It is implemented as a global multi-year partnership between the European Union and the United Nations. Today Spotlight Initiative is 25 country and regional programmes across the globe. Each programme is built around 6 pillars which define a unified holistic framework to eliminating all forms of violence against women and girls (EVAWG). This approach includes addressing legislative and policy gaps, strengthening institutions, promoting gender-equitable attitudes, providing quality services for survivors, producing disaggregated data and empowering women’s movements. 
 
The SI Central Asia (SI CA) regional programme emphasizes the power of collective action, cross-border networking and unique expertise of each stakeholder group to contribute towards increased quality of state and non-state response to end SGBV and harmful practices. In pursuit of this vision, SI CA announced grant competition among the NGOs. The task of this competition was to identify and synthesize best practices and approaches in the delivery of services for survivors of violence and interaction with structures designated to protect the legitimate rights and interests of survivors of violence, for subsequent peer-to-peer exchange of knowledge and training of partners.
 
Under oversight and supervision of the UNDP Project Officer, Grant Monitoring and Events Coordination Assistant provides support to the effective implementation of Low Value Grant competition among NGOs in the countries of Central Asia on best practices in prevention and response to gender-based violence.  The incumbent will provide support to 10 winners of the competition in accordance with appropriate policies and regulations to finalise their grant agreements, oversee and monitor implementation of grant activities as per TOR for the LVG competition, and assist organisations to submit interim and final reporting on the use of grant funds. The incumbent will contribute to organisation of outreach events and development of final product.
 

Duties and Responsibilities

Substantive Activity Support:
  • Prepare and finalise for signing 10 grant agreements for winners of LVG competition. 
  • Set up a system of regular monitoring and interaction with grantees to ensure timely and quality delivery of results as per UNDP policy on low value grants.
  • Prepare requests for tranches payment for each grant agreement in accordance with the payment schedule, reports on expenses, and required supporting documentation for all financial transactions, and keep records of transactions for each grant agreement. 
  • Maintain the database of NGOs focused on EWAV, women’s rights, community engagement.
  • Prepare background materials for use in outreach events, training sessions, meetings, field trips, etc.
  • Draft status and progress reports on LVG activity, including data collection and choosing the best appropriate presentation format and references to external resources.
  • Draft correspondence, notes, documents, reports, prepare required contracts, keep flow of correspondence and information with grantees and other interested partners.
  • Prepare unofficial translations and act as an interpreter if and when needed.
Mission logistics and Workshop logistics:
  • Contribute in organizing of online and offline events, including mailing invitations, set up registration forms and meeting links, contribute to the development of concepts and promotional materials, follow-up with speakers, analysis of surveys.
  • Coordinate grantees in outreach and promotion activities and their participation in events and processes related to the goal of LVG contest and broader SI CA objective of building a Central Asia Alliance of stakeholders to end GBV and harmful practices.  
Communication support:
  • Prepare monthly summaries of updates of the implementation of each grant agreement, listing key activities and timeline.
  • Develop an outline of the final product consisting of compilation of knowledge products and training materials developed. 
Procurement:
  • Procured assets transferred to grant recipients upon completion of grants in accordance with UNDP policies and procedures on LVG.
Project documentation and filling:
  • Organize and maintain filing system for each grantee, and keep information and reference material in a manner that allows easy reference retrieval.
Other:
  • Perform other duties as may be required.
Result of Service:
  1. 10 grant agreements finalised and signed as per result of LVG competition.  
  2. A system of regular monitoring and interaction with grantees set up to ensure timely and quality delivery of results as per UNDP policy on low value grants (LVG).
  3. Outline of the final product consisting of compilation of knowledge products and training materials developed. 
  4. Procured assets transferred to grant recipients upon completion of grants in accordance with UNDP policies and procedures on LVG. 
  5. Support provided in organization of online and offline events related to the goal of LVG contest.
  6. Implementation of the LVG activity will contribute to dissemination of best practices and strengthening capacity of NGOs in the delivery of services for survivors of violence and interaction with structures designated to protect the legitimate rights and interests of survivors of violence. By engaging the grantees in per-to-peer exchange and networking activities this LVG activity contributes to broader SI CA objective of building a Central Asia Alliance of stakeholders to end GBV and harmful practices.

Required Skills and Experience

Min. Academic Education:
  • Secondary education. Bachelor’s degree in Social Sciences, Public Policy, International Relations, Sustainable Development or another relevant field is desired.
Min. years of relevant Work experience:
  • 5 years of relevant professional work experience in project management and legal support with public, private or international organisation/company.
  • Prior engagement with NGO sector and grant programmes is an asset.
  • Knowledge of UN Standard Operational Procedures and Atlas is an asset.
  • Proven working experience in communications and use of (social) media is an advantage.
  • Strong experience in the usage of software and digital applications, web-based management systems.
Required Language(s):
  • Fluency in spoken and written Russian and English.
