Consultant – Linux Web Administrator, (Local)

Work Location

The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria,
or West Bank)

Expected duration

● The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
● Remuneration for this consultancy will depend on the qualifications and relevant experience as follows:
o Cluster A: $1,300.
o Cluster B: $1,600.
o Cluster C: $1,800.
● The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

Duties and Responsibilities

● Install, configure, and support Web services based on Linux technology.
● Provide architecture & support to solutions in Cloud-Based services (Azure, AWS, GCP)
● Provide day-to-day operational support and maintenance of Web infrastructures and applications hosted at ICC, including user service requests and service restorations.
● Follow-up on problem management cases, including detection, logging, categorization, investigation, diagnosis, and complete resolution plans.
● Assist in evaluating, configuring, and installing new Web infrastructures and applications releases following established change management processes and configuration management standards.
● Coordinate maintenances and outages with infrastructure and business groups.
● Support migrations of Web applications and consolidation of Web infrastructures.
● Support deployment of tools and implementation of processes to assist in operational support and align with industry standards and customer needs (i.e., scripts).
● Document operating processes, procedures, and installations, including technical diagrams and infrastructure setup.
● Identify critical areas for automation and optimization, including improvements in system performance, processes, and deployments.
● Install and configure Web Traffic Analysis tools and manage Web statistics profiles.
● Manage Web statistics profiles and develop custom reports on Webtrends.
● Remain on standby to provide services during weekends, official holidays, and outside business hours as required.
● Perform other duties as may be required.

Qualifications/special skills

Academic Qualifications:
● A university degree from an accredited educational institution in information technology, information management, computer science, or other related disciplines;

EXPERIENCE:
● Experience as web Applications Administrator with significant exposure to Python and/or PHP-based applications.as per the following:
o Cluster A: A minimum of 2 years of experience.
o Cluster B: A minimum of 5 years of experience.
o Cluster C: A minimum of 7 years of experience.

● Expert knowledge of Open-Source Web Servers like Nginx, Tomcat, Apache, and/or WSGI interfaces like gUnicorn.
● Deployment of Application code upgrades/updates/hotfixes based on defined procedures.
● Experience with Docker Containers, Kubernetes, and Helm.
● Expert scripting knowledge of Django, Python.
● Experience with Open-Source RDBMS - MySQL, MariaDB, PostgreSQL including key-value data stores like Redis.
● Experience with PHP-based Web application management and troubleshooting from an infrastructure perspective, including but not limited to Drupal, WordPress, and Moodle.
● Strong knowledge of web applications load-balancing, proxy technologies, including CDN.
● Hands-on experience with the administration and setup of task queues with Celery and RabbitMQ
● Good knowledge about web & applications performance monitoring (APM).
● Working knowledge of Cloud-Based services (Azure, AWS, GCP).



DESIRABLE EXPERIENCE:
● Knowledge & experience of the LAMP stack would be an advantage.

DESIRABLE CERTIFICATIONS

● Cloud certifications (Azure & AWS)

COMPETENCY:
● Ability to distill complex problems and drive toward creative solutions;
● Ability to interact with customers, ability to assess and gather customer requirements, compare pros and cons, propose best-suited options and turn them into solution designs;
● Willingness to learn on the job

Language:
● Fluency in spoken and written English.

Additional Information

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations
International Computing Center (UNICC) that aims to enhance livelihood and human
development opportunities to Palestine refugees in Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT
services to other UN agencies on a cost-recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking a Linux Web Administrator responsible for delivering ongoing administration and support for the Web Hosting Service. The Unified Web Hosting team provides project and constant services, and the team is distributed geographically among ICC locations, mainly in Europe.

The consultant will report administratively to the Head Information Technology Service Centre at Headquarter Gaza and report technically to United Nations International Computing Center
(UNICC).
