Purpose of consultancy

To provide technical expertise to the NCD department/ Integrated Service Delivery (ISD) Unit in its activities for improving access to NCD medicines and health products for NCD prevention and control services.

Background

The 13th General Programme of Work (GPW13) 2019-2023 adopted by WHO Member States identifies an approach to effectively strengthen national health systems, support countries to reach universal health coverage (UHC) and advance the 2030 Agenda to achieve the Sustainable Development Goals (SDGs). Over the period 2019-2022, the ‘Health Systems Strengthening for Universal Health Coverage’ Partnership (HSS for UHC) aims to address and strengthen key health systems components with a particular focus on NCD and health security at national and regional levels in the African, Caribbean and Pacific (ACP) group of states but also in other regions.

The project addresses key areas of governance/strategic planning and policy dialogue; access to medicines and health products; health workforce; health financing; health information and service delivery, with activities implemented under indirect management by WHO.

WHO has been convening a series of global dialogues with representatives from international business associations and private sector entities, representing the food and non-alcoholic beverage industries, pharmaceutical industries, sport industries, and economic operators in the area of alcohol production and trade. These dialogues focus on mobilizing commitments and contributions by the private sector towards national NCD responses to achieve SDG target 3.4.

The Global Diabetes Compact (GDC) was launched on 14 April 2021 as a WHO-led multi-stakeholder initiative with the vision of a world where the risk of diabetes is reduced and where all people who are diagnosed with diabetes have access to equitable, comprehensive, affordable and quality treatment and care. To deliver on this vision and support countries in the achievement of diabetes targets, the Secretariat has set up six workstreams engaging departments across WHO and external stakeholders, with workstream 1 having the objective to improve access to diabetes medicines and health technologies.

Improving access to diabetes medicines and other health products for diagnosis, monitoring and treatment of diabetes is complex, and interventions require collaboration for greater impact at country level. This provides a good opportunity for a segmented and thematic approach to building public and private partnership in order to ensure people living with Diabetes have greater access to these commodities. Accelerated access to SGLT2 inhibitors will be key in this regard.

The World Health Assembly 74 (WHA74) has endorsed the development of an implementation roadmap 2023–2030 for the global action plan for the prevention and control of NCDs 2013–2030, providing a basis for countries to decide on priority activities and pathways to accelerate progress towards achievement of SDG target 3.4 in the next 10 years.

Deliverables

Output 1. Provide technical expertise to priority ISD countries to build and promote care and treatment capacity by strengthening the national NCD health system response with focus on integrated support of NCDs at primary health care, including humanitarian settings.
Deliverable 1.1. Country level strategy documents for the Identification of core essential services for NCD services, revision/ review of drug nomenclature and access to NCD medication and health technologies

Deliverable 1.2. Country assessment document on the model and national implementation of WHO Essential Medicines List (EML) and the Essential Diagnostics List (EDL), including barriers.
Expected by March 2022

Deliverable 1.3. Develop a monitoring and evaluation framework for global and country level NCD medicine deliverables, linked to WHO and Global frameworks and selected targets.
Expected by March 2022

Deliverable 1.4. Develop protocols for country level surveys and information related to NCDs on access to medicines and health technology products for availability and affordability, this includes product baskets and facility sampling.

Deliverable 1.5. Analysis report on pricing and affordability surveys

Output 2. Strengthen access to diabetes and hypertension medicines
Deliverable 2.1. Development of regional and country level case studies and policy dialogues based on the results of the COVID19 report, insulin report and current MedMon surveys.
Expected by April 2022

Deliverable 2.2. Develop key documents for dialogues on diabetes and hypertension. These include access to medicine and health technologies pre-reads for key webinars, policy dialogues and NCD events.
Expected by March 2022

Output 3. Map and provide technical input into the product life cycle of NCD medicines and health technologies to improve access.
Deliverable 3.1 Contribute to data collection efforts for NCD interventions included in the UHC Compendium: specifically, s/he will identify health product inputs (medicines) for relevant clinical actions in the Compendium, using standardized methods and data collection templates.

Deliverable 3.2 Contribute to the development of guidance documents for ISD technical products for the biennium 2022/23.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced University degree in Pharmacy or related field.

Experience

Essential:

At least 5 years experience in pharmaceutical policy development, essential medicines and health technologies and country level access barriers.

Desirable:

  • Experience in access to medicines policies
  • Experience in working with the private sector or public private partnerships
  • Experience in UN, development agencies or international NGOs

Skills/Knowledge:

  • Strong interpersonal skills and ability to communicate credibly within peer community
  • Knowledge of public health, practices, programmatic implementation and integrated health services
  • Knowledge of pricing, affordability, procurement and supply chain management
  • Excellent knowledge of Microsoft Office applications

Languages required:

Travel

Travel to ISD priority countries or WHO HQ Geneva, Switzerland subject to WHO’s travel restrictions given current health situation.
