OBJECTIVES OF THE PROGRAMME

Within the framework of the strategic objective to develop and sustain WHO as a flexible learning Organization, enabling it to carry out its mandate more efficiently and effectively, the Regional Staff Physician's Office will promotegood occupational health in order to protect/improve staff's physical and mental health and foster a healthy and safe working environment. He/she will provide care and medical advice to all WHO staff in the region, with particular attention to medical reference adjudication, occupational health issues, preventive health care and health promotion and education.

DESCRIPTION OF DUTIES

Under the supervision of the DAF and in coordination with the RPO, the incumbent will perform the following:

Medical Services:
1. Provide initial care for staff, as needed and provide referral for specialist' care.
2. Conduct medical examinations/evaluations prior to selection of candidates and advise the Administration on the candidates` medical fitness for the posts for which they are considered; conduct periodic medical examinations, review and classify, with regard to fitness for duty, reports and pre-employment examinations issued and conducted by authorized physicians outside the Regional Office. Conduct medical examinations prior to end of service to determine staff members` fitness and health status at the time of their separation from the Organization. Advise staff members on medical fitness prior to departure on mission or change of duty station.
3. Approve/disapprove, monitor and control sick leave of staff members in the region. Advise the Administration regarding cases of extended and/or frequent sick leave and fitness for duty following recovery from serious illness or accident.Communicate to HMS/HQ cases of extended sick leaves that reach Sick Leave Under Insurance Cover (SLIC) and or need to be presented to the Pension Board for Disability Benefits, as well as medical reports of declaration of accident to submit to the ACCC.
4. Evaluate local and regional medical facilities, maintaining contact with networks of both local and international health providers.
5. Advise on and supervise the provision of vaccination services for WHO/WPRO staff (as well as other UN staff and their families) and provide travel advice and/or medication prior to travel of staff (orders and managers stocks of medications, vaccines, travel kits and the provisional budget).
6. On appointment, for health problems related to work only, provide medical consultations. In case of acute medical problems that may arise during office hours, provide advice and emergency medical care and first aid.
7. Provide advice to the Staff Health Insurance (SHI) Committee.
8. Recommend medical evacuations within the region and coordinate with HMS/HQ for approval of medical evacuations outside the region as well as exceptional cases.
9. Liaise with HMS: ensure that the structure of the Regional Medical Service is compliant with the overall policy of HMS. Ensure that up-to-date medical information and reports regarding staff are part of their record at all times and sent to WHO HQ on time; maintain confidentiality of all medical records and files of staff members.

Occupational health & health promotion:
10. Promote sound occupational health policies, practices and procedures by identifying issues, determining actions required and assisting in introducing control measures. Advise on local working and living conditions and health problems. Make recommendations regarding availability and quality of health care and medical facilities locally and in the region. Develop and implement healthy workplace promotion programmes, including occupational health issues and health risk assessment. Advise on preventive measures to be taken with regard to major diseases, organize health education and awareness programmes. Provide advice for ensuring occupationally safe working conditions for staff. Handle medical emergencies in coordination with the security service, taking the lead during medical evacuations in the event of emergencies.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Medicine from a recognized medical institution
Desirable: Training in Occupational Medicine. Training in primary health care such as family medicine or internal medicine.

Experience

Essential: Seven years' experience in health services in a national or multi-national organization in either private or public sectors.
Desirable: Experience in occupational health. Professional experience in a multicultural environment.

Skills

Knowledge and awareness of latest diagnostic techniques and clinical practices; good knowledge on availability of major health care facilities and specialists in the WPRO Region. Knowledge of WHO's operational priorities in the Region and sensitivity to the stress and strain under which the staff work.

REMUNERATION

Remuneration comprises an annual base salary starting at PHP 2,989,216 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave. Please note that since this is a part-time position (half-day), only 50% of the indicated figure will be applicable as the base compensation w/ aforementioned deductions.
