Readiness Programme Senior Associate

The Readiness Programme Senior Associate is in charge of contributing to the improvement and acceleration of Côte d'Ivoire's access to climate finance by supporting the process of accreditation of national entities to the Green Climate Fund, the implementation of the national climate finance strategy and the development of a pipeline of bankable projects in line with GGGI corporate policies, standards and protocols.

 

BACKGROUND

 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI operations in Cote d’ivoire officially started in 2020, with the country still in its early stage of cooperation with GGGI. The country’s membership ratification process was completed September 2020. Ahead of this, GGGI conducted a series of pre-scoping missions. The Government’s ambition to ground its development actions on a green growth approach led to the establishment of the Ministry of Environment and sustainable development. Furthermore, the Country’s new development strategy – (Plan National for Development – PND) – aims to reverse environmental degradation trends and ensure sustainable management of natural resources. In this regard, PND implementation guidelines include Improved environmental governance and the mainstreaming of green economy perspectives in development policies. As a member of GGGI, Cote d'Ivoire receives technical assistance from GGGI for developing Green Building Minimum Compliance System, developing one green city strategy and ensuring key government staff and private sector partners has the capacity to implement and comply with the standards; establishing National Green Building and Infrastructure Financing Vehicle to facilitate public and private sector investment for climate change projects, enhance AE candidate capacities and pipeline of project and green credit indicators standards.

Reporting to the Country Representative, the Readiness Programme Senior Associate will play an important role in the monitoring of the process and support the implementation of the Readiness program of Cote d’Ivoire as well as the mobilization of climate finance comply with the policies, procedures, guidelines, rules and regulations of GGGI.

 

 

 PURPOSE
 
  • Develop BNI Work Programme, support BNI and NDA in the accreditation process as needed and lead the consultation and validation meetings.
  • Support and develop the National Green Building and Infrastructure Financing Vehicle (NGBIFV)’s strategic goals and objectives in consultation with key country stakeholders
  • Consolidate and collect findings of past and ongoing initiatives to inform the development of the NGBIFV
  • Support and develop the implementation arrangements of the NGBIFV e.g. identification of implementation organizations/partners, organization structure, the flow of funds and data, beneficiaries
  • Conduct capacity building on green investment potential and opportunities for the private sector such as financial institutions and insurance companies
  • Conduct consultation and validation meetings with key government stakeholders, donors, international financial institutions, and representatives from the private sector to inform, validate and endorse the deliverables.
  • Support and develop the concept note for NGBIFV including assessments in line with GCF investment criteria and conducting consultation and validation meetings with key partners and stakeholders.
  • Support  implementation of activities, reporting and delivery of outputs throughout project implementation.

 

ENGAGEMENT

 

  • Support stakeholder engagement and building strongrelationships with partner governments and other key stakeholders to capture and integrate their changing climate finance needs and manage “client” expectations.
  • Builds support and effectively manage the relationships with national counterparts on green investment and climate finance issues in development planning;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating an effective adaptation of the GGGI approach.
  • Apply sufficient technical skills to acquire relevant information / knowledge from a variety of often difficult to access sources, in support of the delivery of a good quality output;
  • Anticipate donor requirement and project requirements and ensure alignment of services to meet those needs
  • Identify and anticipate issues impacting consistent service delivery and recommend remedial solutions for effective project management;

 

DELIVERY

 

  • Understand the cycle of climate finance mechanisms and windows and organize the work to ensure that deliverables are provided in a timely manner to support subsequent work;
  • Evaluate delivery issues and work with national counterparts to establish common understanding and coordination on project activities to ensure achievement of objectives against established timelines.
  • Carry out data collection and analysis to build and maintain a country specific knowledge base on green investments and climate finance.
  • Develop reports on the results of program activities in green investments and climate finance and facilitate internal and external communications.
  • Capture lessons learned in resource mobilization to support refinement / improvement of existing policies and procedures.
  • Organize program activities including policy consultation and validation meetings and workshops, capacity building programs based on annual / biannual work programs and budget plans.
  • Understand bankable project methodologies and provide a wide range of inputs to support the delivery of components / workflows in the country program in resource mobilization.

 

QUALIFICATIONS

 

  • Bachelor’s Degree or equivalent in Finance, Environment Studies, International Development/Affairs, Public Policy, Economics, Urban Management/ Planning, Project Management. A Master’s Degree in Finance, Environment Studies, International Development/Affairs, Public Policy, Economics, Urban Management/ Planning, Project Management would be an assest.
  • Preferably 7 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).
  • Preferably  5 years of program experience in the development arena of cote d'ivoire. She/he is expected to be technically competent in at least two of the sectors (e.g. energy, transport, forestry, agriculture, water and food security, adaptation, land use and health).
  • Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
  • Experience in stakeholder engagement and working on inter-institutional programmes.
  • International experience working in several countries, including countries where GGGI is present is a plus.
  • Excellent written and verbal English and French communication skills is a must.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds
