OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance provides region-wide support on the full range of administrative, financial, Information Technology, personnel, and procurement matters. The Information Technology and Communications unit provides oversight and support to Country Offices in the region on all ICT matters, to ensure that all staff members in the region have timely access to information systems in a reliable manner for the effective programme management within the WHO offices in the SEA regional and country offices. The ICT unit also provides advice and support to member states with regards to ICT aspects of national health programmes.

DESCRIPTION OF DUTIES

Under the supervision of the Executive Associate(Workplace Technology and overall guidance of the Information Technology Officer, , the incumbent will perform the following duties:

1.Support the operation of SEARO's Local Area Network:-

  • Provide implementation and administration support for Wired and Wireless LAN, document configuration of active and passive components of the LAN, structured cabling components and systems configuration, review daily logs and statistics, analyse performance indicators and perform operating system updates, fixes and patches of LAN devices, in addition to other LAN administration tasks, to render smooth network operations and performance enhancement;
  • Liaise with network equipment providers for timely rectification of network related problems, in accordance with service level agreements with these providers;
  • Troubleshoot and resolve network related problems and faults and escalate to GSD/NOC and HQ as required.

2.Support the operation of the R.O. and WCO's connectivity services:

  • Monitor the utilization and performance of the Internet and GPN connections for SEARO and WCO's;
  • Troubleshoot faults and performance issues with connectivity services and liaise with service providers, GSD and NOC for expeditious rectification of any faults;
  • Support the implementation of connectivity services in SEA WCOs;
  • Conduct regular tests of backup connectivity in SEA A.O. and WCOs and ensure seamless fail over to backup connections in all SEA locations;
  • Apply Information Technology Infrastructure Library (ITIL) standards and processes in all network related tasks;
  • Maintain configuration documentation for various ICT hardware, Internet, security and operating systems;
  • Assist in formulating and implementing WHO network policies and standards for RO, CO and field offices;

3.Assist in the administration of SEARO's Telephony Services and ensure reliable operation of the services;

  • Assist in the configuration and administration of Telephony system and related interfaces and applications in SEARO, support Telephony installations in WCOs and perform ongoing maintenance and system upgrades and fixes;
  • Troubleshoot and correct faults with Telephony system and user reported problems;
  • Carry out Telephony System Moves, Adds and Changes, allocation of local and GPN extensions, user's data and assignment of user rights.
  • Provide support to ensure proper functioning of telephony systems in SEA WCOs, and that processes and procedures are in place to support effective operation of SEARO voice services.
  • Monitor the performance and quality of voice traffic on the WHO GPN and provide support in resolving voice problems in SEARO and in other WHO locations in theRegion;
  • Maintain up-to-date documentation on Telephony systems (hardware, software, applications and maintenance procedures).

4.Assist in the administration of the Regional office mobility services and provide support to country offices and field offices as required, this includes:

  • Provide installation and management support for internet and mobile messaging solutions viz., Cisco JabberEnsure smooth operation of remote GPN calling using Mobile Remote Access that is Cisco Jabber from Smart Phones (iOS and Android)
  • Provide soft Phone configuration for users at the backend to facilitate a networking environment with minimum cables.

5.Provide Video Conferencing Services support:Perform ongoing setup, maintenance & administration of the video and teleconferencing services in Regional Office and Country Offices;

  • Support in all critical VCs by coordinating with global team, RO team, Country Office IT focal Point and vendors as needed.
  • Monitor usage and performance of SEARO and Country Offices multi-media systems and facilities, and provide regular management reports and recommendations;
  • Liaise with external service providers for the provision of WHO multi-media services, applications and equipment.
  • Timely check and perform version/patch upgrades required for VC devices, backend voice server platform, user Desk Phones.
  • Monitor the ongoing Video conferences in Telepresence ServerProvide support in Recording and Streaming of Video conferences and Meetings on request.

6.Ensure proper and timely closure of multiple tickets assigned pertaining Audio Video setup in Meeting rooms and IP Telephony services within Regional Office and Country Offices.

7.Provide technical support to other members of ICT Unit and to contractors, as required during implementation of new or changed sites on the WHO network, to ensure effective WAN, LAN, IP Telephony interfacing, and to help complete provisions of the Acceptance Test Protocol document for each site.

8.Serve as a backup for other team members in the ICT Infrastructure Services team in their absence.

9.Carry out any other duties relevant to the job, as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Secondary School education supplemented by relevant courses in Information Technology.Cisco Certifications, Information Technology Infrastructure Library(ITIL)
Desirable: Graduate in Electronic and telecommunication or Equivalent

Experience

Essential: At least five years of experience in implementing and managing enterprise networks, LAN/WAN, telecommunications, telephony infrastructure, audio/video conferencing applications and network security. Knowledge in implementing ITIL based service delivery.
Desirable: Experience with Network design and management, Meeting management system. Experience in an UN organization, international organization, government, business or professional office.

Skills

Formal training, certification and experience in Network designs, network management, switching technologies, telecommunication related equipment, network security. Extensive knowledge and experience in configuration, implementation and maintenance of networks, switches, routers, IP voice and structured cabling. Very good understanding of TCP/IP. Sound knowledge of ICT management good practices and industry trends particularly those pertaining to Networking services and information security management. Good presentation skills and document writing skills. Ability to meet deadlines and produce results, cope with constant work pressure, adapt to change in technology and move forward in a changing environment. Proven team working skills. Proficiency in managing enterprise networks (LAN/WAN), Windows operating systems, management of routers, firewalls and IDS/IPS devices.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 784,918 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
