Head of Impact and Evaluation (IEU)

 

POSITION SUMMARY

This position is responsible for leading and managing the GGGI’s Impact & Evaluation Unit (IEU).  IEU support the delivery of GGGI’s Strategy 2030, focusing on efforts to track, evaluate, report and improve efforts to achieve impact at scale. In doing so, IEU plays a key role in meeting the accountability, transparency and improvement needs of GGGI, its members and funders. IEU is located within the Operations Enabling Division (OED).  The Head of IEU reports to GGGI’s Assistant Director-General, OED and also receives guidance from the Management Team (MT) and the Management & Program Sub-Committee on the work of IEU.

 

PURPOSE

Head of IEU is responsible for:

    • Developing IEU’s overarching strategy, annual workplans and budgets, including associated consultations with key stakeholders.
    • Effectively managing staff and consultants to deliver on IEU’s workplans and results.
    • Providing strategic advice to MT and collaborating with other teams on efforts to improve GGGI’s results-based management capabilities.
    • Supervising and/or directly undertaking key business activities, including:
    • Design and delivery of country program evaluations (ie: ‘Impact Pathway Reviews’) and thematic evaluations;
    • Developing a green growth evidence base and promoting its use across all relevant parts of GGGI’s operations;
    • Providing services to internal clients on results-based program design and M&E.

 

 

DELIVERY

Head of IEU is responsible for defining and driving outcomes in the following key areas, with the support and collaboration of key stakeholders.

 

Strategy and management

    • Develop GGGI’s strategy to enhance delivery and demonstration of impact across the organization, aligned to the priorities set out in Strategy 2030;
    • Effectively advocate for and implement these strategies through IEU’s annual workplans and budgets;
    • Monitor progress and outcomes, and provide advice to the DG and MT on strategic or operational adjustments as required.
    • Lead, manage and develop staff, ensuring a high level of engagement and performance.

 

Evaluations

    • Design and deliver innovative country program evaluations (ie: ‘Impact Pathway Reviews’) and thematic evaluations that effectively meet the accountability and improvement needs of internal and external audiences.
    • Undertake activities to communicate evaluation lessons to key audiences and drive organizational improvements within GGGI based on lessons learned.
    • Ensure evaluation findings are supported by a green growth evidence base and that this evidence is made readily available to staff for programming purposes.

 

Technical services

    • Design and provide technical services in program design / M&E that meet needs of internal clients and address strategic priorities of the organization;
    • Deliver specialist M&E inputs on earmarked-funded programs where such roles have been identified and budgeted for.
    • Support corporate training initiatives related to results-based program design and M&E.

 

 

ENGAGEMENT

The position requires the ability to build productive working relationships and influence effectively across the Institute, as well as with key external stakeholders including MPSC and Council. Key tasks include:  

    • Providing strategic advice and support to GGGI’s Management Team on impact and evaluation related matters, opportunities and risks;
    • Championing and driving changes amongst staff on issues aligned to IEU’s objectives and work;
    • Engaging effectively with GGGI’s governance bodies, including Council and MPSC to address their priorities and needs with regards to impact and evaluation;
    • Representing GGGI in relevant external events and partnerships; and
    • Recruiting and effectively managing independent evaluators.

 

 

POSITION REQUIREMENTS

 

Qualifications

 

    • Post-graduate qualifications in evaluation, international development, economics, business administration, environmental studies, or other relevant areas.
    • At least 7-10 years of relevant experience in results, programming or M&E roles, or a demonstrated equivalent level of competence required for the position.

 

Functional

 

    • Proven track record in leadership and management roles, with responsibility for strategic direction setting, work program and budgets, and team leadership and management.
    • Demonstrated experience in successfully leading and managing the planning, design and delivery of evaluations in international development or other relevant settings.
    • Sound knowledge and expertise in developing successful organizational and program level systems for planning, measuring and demonstrating impact.
    • Familiarity with different evaluation approaches and methods for collecting and analyzing both quantitative and/or qualitative data.
