The International Service for Remunerations and Pensions (ISRP) is a Service committed to provide studies on remuneration and pension policies of International Civil Servants and to operate the administration of pensions for the Co-ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-Range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other International Organisations. The ISRP also administers pension reserve funds for several International Organisations.

The ISRP is administratively attached to the OECD.

The ISRP is looking for a dynamic, skilled, and highly versatile Events and Communications Officer to ensure the efficient and smooth functioning of its work as secretariat to the International Financial Institutions (IFIs), the organisation of its Workshop on Remunerations, Allowances, and Pensions (WRAP), and Conference of Associated Organisations (CAO) by carrying out a wide range of executive, organisational, and administrative tasks. Responsibilities include co-ordination of support work, administration, event management, and communications.

The selected person will work under the supervision of the Head of the Co-ordination Secretariat Unit (SECCORD) and will mainly be responsible for the daily secretariat of the IFI groups and the organisation of several networking meetings within the remit of the ISRP. She/he will be responsible for the knowledge management of all collected information and data in terms of tools, storage and access. She/he will support the ISRP Units as applicable.

Main Responsibilities

Executive and administrative assistance

  • Manage the efficient workflow of information within the ISRP’s Units from planning to dissemination. Build and foster excellent relations with persons at all levels inside and outside the Service, including Associated Organisations, IFIs, and Co-ordinated Organisations, invited experts, and service providers. Respond to enquiries in a timely manner, and draft concise correspondence.
  • Cultivate a spirit of team cohesion within the Service/Unit, foster horizontal collaboration across the Service, and propose and contribute to the implementation of related initiatives.
  • Make innovative use of tools and technologies to support teamwork and introduce creative ways of reaching out and organising a range of events with different types of stakeholders.
  • Develop appropriate communication tools and products and ensure that all communications materials and publications are in accordance with the OECD quality standards and guidelines as defined by the Public Affairs and Communications Directorate (PAC), including consistent application of appropriate branding and visual identities.
  • Ensure quality assurance (syntax, spell check, presentation) of the Unit’s documents and products, including complex documents.
  • Co-ordinate closely with the Public Affairs and Communications Directorate and cultivate awareness of communications good practices throughout the Directorate.

Events and meetings management

  • Support the Head of SECCORD for the organisation of high level events before, during and post-event.
  • Support the conceptualisation, design and format of the event and help to identify keynote speakers and panelists.
  • Compile, co-ordinate, and oversee the scheduling of all events organised by the Unit as well as the IFI, WRAP, and CAO events organised by the ISRP. Identify and plan in advance for pressure points to ensure optimal organisational and logistics for all meetings (e.g. timelines, venues, suppliers, legal obligations, staffing and budgets); manage all project delivery elements within time limits.
  • Validate all communication documents (registration links, drafting invitations, confirmation letters, and website content) and co-ordinate necessary on-site branding in the logistics and installation part.
  • Assume the responsibility for the organisational aspects of the meetings, workshops, and steering group meetings of the WRAP and CAO; perform the organisational and logistical tasks for these meetings together with the other members of the Service and the WRAP and CAO support staff.
  • Draft correspondence in both official languages (English and French) as required.
  • Act as the main contact point for Steering Group Members of the WRAP and CAO.
  • Support the initiatives of the IFIs. Cultivate and maintain a strong overall understanding of the HR policies and issues relevant to the work of the stakeholders; support the identification of best practices.

Communication

  • Keep informed of tools and procedures - OECD and other - and personalise them to suit the Service’s needs; develop and disseminate best practices with the aim of organising the work of the Service in the most efficient and effective way.
  • Oversee, review, and manage the content and update the sections of the IFI website relating to the group’s requirements and initiatives. Help develop the content and presentation of material on the website with a view to improving its readability and impact; undertake regular content audits to update, archive or delete content; provide input to the Head of Unit on any improvements required.
  • Work with the Service’s web editor to develop thematically-organised content for the website to ensure that all new content follows good practices for web-writing, search engine, and mobile-friendliness.
  • Design, support, and implement communication material promoting the Service’s work around the IFI and the WRAP and CAO organisation (including flyers, brochures, newsletter, mini-sites or other tools) in close co-operation with workstream staff and WRAP contributors, and provide input to the Head of Unit on any improvements required.
  • Create websites for meetings and horizontal projects and ensure that events branding are in line with OECD standards.
  • Help to ensure coherence of ISRP's policy messages and communications.

Ideal Candidate Profile

Academic Background

  • A good level of secondary education with subsequent relevant professional experience.

Professional Background

  • Solid relevant experience in similar roles, preferably in an international organisation.
  • Excellent knowledge of the Organisation’s administrative and meeting protocol and procedures or relevant experience acquired in other international organisations.
  • Broad knowledge of current and emerging technologies and tools and a demonstrated ability to thrive and innovate in a technology-driven environment.
  • Knowledge of the Service’s work and a broad interest in remuneration and pension issues would be an advantage.

Tools

  • Excellent knowledge and experience in the use of the Microsoft Office Suite (Word, Excel, Outlook, Powerpoint) or the ability to quickly learn the standard range of software packages used in the Organisation and to make optimal use of these tools and any new technologies\: SRM, eShare, O.N.E. Author, Community Space, SAP Missions, Event Management System (EMS), Conference Reservation Management System (CRMS), SRP and Prism.  Proficiency in remote conferencing tools e.g. Webex, Zoom.

Languages

  • An excellent written and oral command of the two official languages of the OECD (English and French).

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests are foreseen from 6 December 2021 and panel interviews are planned for the first half of January 2022.
