OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Management & Administration Department of the Health Emergencies Programme is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

  1. Plan and organize the day-to-day budget and financial operations of the work in the unit.
  2. In coordination with planning, resource mobilization and grant management teams, provide support to managers to define resource requirements in planning exercises and for budget and/or proposal submissions for both the core Programme and for event/emergency response.
  3. Monitor and manage workplan development and implementation, budget and funding allocations, awards management, and expenditure management, and verify all budgetary and financial transactions in the Global Management System (GSM) for both the core Programme and for event response, in compliance with rules and regulations and with requirements of donors on awards.
  4. Work with technical units at all levels of the organization to monitor financial implementation, prepare and consolidate the budgetary and financial statements, and prepare budget forecasts and revisions for WHO/WHE activities and staff.
  5. Track and report on financing against budget, consolidate financial data, analyze and prepare budgetary and financial statements and returns.
  6. Update and maintain GSM and other finance tracking systems as required for all budgetary and financial activities.
  7. Upon request provide support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.
  8. Perform any other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in business management, finance or a related domain.
Desirable: Advanced degree and/or additional certification in financial management.

Experience

Essential: At least 5 years of experience in budget/financial/programme managementissues, in an international organization. Experience working in budget operations and donor relations in the context of emergencies. Experience in developing funding/budget proposals and grant management.
Desirable: Relevant experience working at the country or regional level would be an asset.

Skills

Knowledge of WHO budget, finance and awards policies, procedures and practices, including Financial Regulations and Rules and IPSAS.Ability to work and produce results under pressure and meet deadlinesExcellent interpersonal skills, diplomacy, tact and discretionSound judgment and initiativeExcellent analytical and drafting/writing skills are essential

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4214 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
