CHAI has partnered with the Government in Lao PDR since 2014, supporting the Ministry of Health (MoH) across several health programs including Procurement and Supply Management, Malaria Elimination, HIV and TB Access, and Maternal and Child Health. CHAI Laos has also supported the MoH’s COVID-19 response since the beginning of the pandemic.

Responsibilities

CHAI is seeking a highly entrepreneurial individual with outstanding problem-solving, analytical, and communication skills to work as Associate, Program Coordination with the CHAI Laos Country Management and Finance teams. A dynamic, energetic, self-motivated individual with exceptional people skills and experience working in challenging environments would make for a strong candidate for this role. Demonstrated application of analytical skills and problem solving in a fast-paced environment is essential. The Associate will be based in Vientiane, Lao PDR.

 

This role offers a comprehensive view of the operations of an International NGO, close collaboration with senior management, and considerable opportunity to shape business processes. Working together with and supported by the CHAI Lao PDR leadership team, the Associate, Program Coordination will:

 

Budgeting and reporting

  • Support the CHAI Country Management Team to develop the CHAI Laos annual budget, ensuring that program budgets are integrated and management and support costs are equitably allocated across programs
  • Work with Finance Coordinator to develop systems to keep Program Manager’s informed of changes to cross-team budgets
  • Summarize program budgets within the Ministry of Foreign Affairs format to seek government program approval
  • Coordinate internally to provide donor and government progress updates, performance metrics, financial reports, and audit evidence

New program development

  • Work together with the CHAI Laos leadership team to further refine CHAI’s overall strategy in alignment with the Ministry of Health goals and priorities
  • Support Program Managers to articulate program strategy and design compelling pitch decks, proposals, and workplans for donors
  • Develop proposal budgets by costing activities, personnel, and shared costs for proposed programs

Process improvement

  • Support Operations and Finance Coordinator in the design and execution of initiatives to streamline administrative processes, and document and communicate them to office staff
  • Design Excel templates, formulas, and automated checks to reduce errors and increase efficiency of CHAI Laos operational processes (e.g. finance and accounting processes are primarily Excel-based with a number of manual steps)
  • Identify opportunities to automate processes and explore technology solutions (e.g. all approvals currently done via email/e-sign, could consider Teams ‘Approvals’ app, etc.)
  • Train and transfer skills to Finance and Administration staff on Microsoft Office suite (particularly PowerPoint, Excel, and Outlook)

Perform other duties that may be assigned by country leadership.

Qualifications
  • Bachelor’s degree or higher and at least 2-3 years of professional experience in the private or public sector
  • Affinity for analytics and information management, with strong analytical, problem solving, and quantitative skills
  • Strong diplomatic and interpersonal skills, including the ability to build professional and collaborative relationships with a range of stakeholders and drive results
  • Entrepreneurial mindset, including ability to work independently with little guidance, and propose and implement new approaches/initiatives
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information
  • Strong written and oral communication skills in English, including the ability to prepare and present compelling presentations and program planning and memo documents
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word

Advantages:
