Org. Setting and Reporting

This position is located in the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in The Hague. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Administrative Assistant reports directly to the Head of Office.

Responsibilities

Within delegated authority, the Administrative Assistant will be responsible for the following duties:

Human Resources Management
• Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
• Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
• Monitors staffing table and prepare relevant statistical data/charts.
• Provides logistical support to the team in The Hague and for visitors to the Office, including drafting visa letters and registering new staff with the Netherlands Ministry of Foreign Affairs.
• Reports staff numbers and location per UN Department of Safety and Security reporting requirements.

Budget and Finance
• Assists in the preparation and review of financial and human resource proposals/requirements.
• Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
• Assists managers in the elaboration of resource requirements for budget submissions.
• Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures
• Prepares or customizes financial reports from Umoja.
• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

General Administration
• Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
• Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field; supports liaison with other UN entities in The Hague.
• Oversees procurement processes and petty cash management for the office.
• Provides basic ICT support such as ensuring staff and visitors have access to wifi, printers, and video conferencing technology as needed.
• Develops and maintains the OCHA The Hague team site using Microsoft SharePoint.
• Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services; Value-added Tax (VAT) reimbursement; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
• May be responsible for guiding, training, and supervising the work of more junior General Service staff.
• Support with organizing and coordinating events, workshops and partner meetings in The Hague.

Contract Administration
• Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
• Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
• Processes the payment of contractors' invoices and monitor payments.
• Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

Education

High school diploma or equivalent is required. Must have passed the United Nations Administrative Support Assessment Test (ASAT)/Global General Services Test (GGST) at Headquarters or an equivalent locally administered test at Offices Away.

Work Experience

A minimum of seven years of experience in administrative services, finance, accounting, audit, human resources or related area is required.

At least three years of experience within the UN Common system or other comparable international organization is desirable.

Experience in administrative policies and procedures in the United Nations or similar international organizations is desirable.

Experience working with Enterprise Resource Planning based applications such as SAP/Umoja is desirable.

Experience with operating common office equipment is desirable.

Experience with Microsoft SharePoint is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position will be available until 31 December 2022. Extension of the appointment is subject to extension of the mandate and the availability of the funds. Please note that due to the ongoing situation with COVID-19 and the travel restrictions imposed by national authorities, selected candidate may be required to start the assignment/appointment remotely, in agreement with the hiring manager, and until further notice.

Staff member is subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
