Org. Setting and Reporting

The Senior Technical Lead is responsible to the Head, Applications Development & Support Section.

Responsibilities

Leads the process of analysing user requirements received from the Business Service Management (BSM) Section, and based on this analysis, recommends technical solutions, proposes system’s architecture and design, and provides cost and effort estimates for the implementation of approved solutions.

Manages the development of application software projects in his/her assigned domain(s). In this capacity, acts as the Scrum Master of the Scrum Team, and should make work assignments to team members playing different roles such as designers, developers, testers, etc. using SDLC automation platforms, specifically DevOps. Facilitates communications and interactions between the Scrum Team and other stakeholders.

Manages the provision of regular maintenance and support for assigned software applications through preventive maintenance, resolution of incidents and development of change requests and enhancements. Contributes to the sustainment and enhancement of non-functional aspects of running applications, especially performance and availability.

Organizes and performs unit, integration and other testing for new systems and changes to existing systems; oversees the development and implementation of test cases; assists team members in conducting testing; and helps the BSM Team and users in conducting acceptance testing.

Oversees and contributes to the production of systems documentation, especially design and technical specifications documents, as well as other artefacts produced during the project such as test cases, software builds, operational guidelines, etc.

Coordinates with partners and other external parties as may be required.

Education

- Advanced university degree from an accredited educational institution in computer science, information technology or in a related field.
- Formal training in project management techniques, especially Agile methodology and SDLC automation tools.

Job - Specific Qualification

Professional Application Development Certification (desirable)

Project Management Certification (desirable)

Certification in the use of automated SDLC tools or platforms such as DevOps (desirable)

Work Experience

A minimum of seven years of progressively responsible relevant experience in the area of applications development and implementation.

At least three years of work experience at senior level, managing large application development projects.

Knowledge/experience in the automation of one of the functional areas or domains UNRWA is active in such as education, health, relief, social services, microfinance, external relations, human resources, finance and supply chain management.

Thorough knowledge and proven hands-on experience in web projects involving multi-tier application development, object-oriented design and programming and utilizing .Net tools over major RDBMS, preferably MS SQL.

Experience in the use of a standard/Agile SDLC methodology, project management tools and techniques in addition to using standard productivity tools.

Languages

Excellent command of written and spoken English and Arabic.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Type of Contract and duration: Fixed-term appointment of 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

The Senior Technical Lead may be required to travel frequently in the Agency's area of operations.
