Purpose of consultancy

To provide strategic guidance and expertise to Assistant Director-General/Division of Data, Analytics and Delivery for Impact (ADG/DDI)for the following tasks:

  1. Strategy lead for World Health Data Hub (WHDH) including managing engagement with senior stakeholders (Director/ADG level) from WHO and development partners such as Microsoft and Avanade.
  2. Strategy development and support for WHO’s internal data governance mechanism.
  3. Strategic development of the World Health Organization (WHO) Digital Governance Framework engaging with senior stakeholders and regional offices and further definition of a governance structure in collaboration with Science, Information Management and Technology (IMT) and Department of Communications (DCO).

Background

WHO works worldwide to promote health, keep the world safe, and serve the vulnerable. Our goal is to ensure that a billion more people have universal health coverage, to protect a billion more people from health emergencies, and provide a further billion people with better health and well-being. Data is a critical component of this mission.

As part of WHO’s overall transformation process, the DDI is involved in modernizing the Organization’s end-to-end data process through the implementation of the WHDH. The WHDH infrastructure, processes and technical support intend to modernize the Organization’s approach to all aspects of data management and governance, providing an interactive digital platform and trusted source for all global health data, and fulfilling WHO’s commitment to provide health data as a public good. Establishing good data and digital governance is also essential to this work including data standardization, data protection, data sharing, interoperability and security. The development of this work also requires the management and alignment of internal stakeholders and senior stakeholders from implementation partners such as Microsoft and Avanade. This consultancy is intended to advance this effort by providing strategy support to ADG DDI in the definition, implementation, and sustainability of the WHDH and associated data and digital governance, as well as engagement with senior stakeholders (ADG and Director-General (DG) level).

Deliverables

Output 1: Strategic guidance on aligning key political objectives, development plans and change management.

  • Activity 1.1: Provide guidance to the ADG DDI and the WHDH programme team in balancing political objectives, business needs and change management in the development of roadmaps and high-level planning.
  • Activity 1.2: Contribute to the engagement with WHO senior leaders, developing assets required to facilitate advocacy and adoption. This includes the management of internal steering committee.

Output 2: WHDH partnership engagement management

  • Activity 2.1: Provide support to the ADG on the active engagement with senior representatives (Director/ADG level) from the WHDH’s implementation partners (Microsoft, Avanade, eZest) and defining strategic objectives for implementation work in 2021/2022.

Output 3: Contribute to the development of the WHDH strategic assets and communications including high level events.

  • Activity 3.1: Provide advice to the ADG DDI to produce high level assets necessary for the continued development of the WHDH to assist in policy and funding necessary for the continued implementation of the WHDH and its long-term sustainability (financially and politically) across the Organization.
  • Activity 3.2: Provide advice and support to ADG’s office in the development of assets for high level events.


Output 4: Strategic development and coordination of data and digital governance

  • Activity 4.1: Provide strategic support for WHO internal data governance including the implementation and iteration of the Data Governance Framework.
  • Activity 4.2: Provide advice and guidance for WHO’s internal data governance mechanism including the management of meetings, working groups and overall progress.
  • Activity 4.3: Provide advice and support to ensure the alignment of the WHDH with WHO’s data governance policies and standards including the management of gaps, queries and issues.
  • Activity 4.4: Provide guidance to the ADG DDI in the definition, development and adoption of digital governance across WHO in partnership with other key senior stakeholders, liaising with ADGs, directors, technical programmes and regions.


Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced University Degree in Law or public health.

Experience

Essential:

At least 10 years of experience in the area of strategy, governance and information management, including:

  • Minimum 7 years of practical experience in strategy and information management
  • Minimum 5 years in data and digital governance

Experience in facilitating high level governance mechanisms

Desirable:

Experience in working with UN organizations.

Skills/knowledge:

  • Demonstrated ability to engage with senior executives for the purposes of providing strategic guidance in the area of information/data/digital governance
  • Demonstrated ability to develop plans and roadmaps for highly complex projects
  • Ability to engage at a political level with senior stakeholders across multiple organizations for the development of afore-mentioned plans and roadmaps
  • Demonstrated ability to work with government and international agencies
  • Demonstrated strategic planning skills
  • Demonstrated business analysis skills
  • Demonstrated project management skills

Languages required:

Essential:

Expert knowledge of English

Desirable:

  • Expert knowledge of French
  • Expert knowledge of any other official WHO language

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Band level C - USD 10,000 - 12,500 per month
