Objectives of the Assignment

 

GGGI assists the NDA and KEMITRAAN in developing a concept note for a financing facility of USD 10 million dedicated to supporting adaptation projects of national CSOs and the private sector (particularly Micro, Small, Medium Enterprises/MSMEs) that seek funding for micro-scale projects. The Concept Note titled “Advancing Adaptation Finance Facility (AFF) to Highly Vulnerable Communities in Central and Eastern Parts of Indonesia” has been developed since October 2020 for KEMITRAAN as the Accredited Entity. The GCF project described in the Concept Note aims to increase both access and capacity of local actors to adaptation projects through four key components: (1) financing facility in food & agriculture, water sector and ecosystems; (2) capacity building & project preparation support; (3) project management & monitoring and evaluation; (4) knowledge management. The proposed AFF will have three funding windows: (1) Water Sector Resilience, (2) Food and Agriculture Sector Resilience, and (3) Ecosystem and Ecosystem Services Resilience.

The Concept Note has received positive feedback from the GCF. Further strengthening the Concept Note will include providing evidence and justification of the climate rationale (the context and baseline) for the AFF itself, selecting the most appropriate funding windows for the AFF (priority areas and sectors), and elaborating on the proposed GCF project, for example, how the GCF project results will be aligned with the GCF investment criteria.

 
Deliverables and Payment Schedule

 

The Global Green Growth Institute (GGGI) requires the services of a qualified expert (hereafter referred to as “the Consultant”) to provide analysis of Gap Assessment and support the improvement of the AFF concept note. The Consultant will not be required to write the full concept note, but instead, draft several sections within the concept note to improve the existing drafts. Furthermore, the Consultant will closely work with another consultant who will identify the potential role of microfinance institutions in the AFF, including as a potential co-financier. It is expected that both consultants will coordinate their work.

 The Consultant will be responsible for the following tasks and duties:

  1. Enhance quality of the existing concept note on the following elements:
    • Climate rationale, particularly for the funding windows for Food and Agriculture, and Water;
    • GCF project description, particularly on eligibility criteria and governance structure of the AFF, paradigm shift of the proposed GCF project, and sustainability of the project. This is to highlight how the proposal will support the institutions involved to ensure long-term impact including on policies and regulatory frameworks;
    • Facilitate the discussion among key stakeholders to improve the project’s theory of change. The theory of change diagram should follow the respective GCF guideline[1] and identify the impact pathways to achieve overall impact and paradigm shift;
    • Improve the project log frame.
  2. Coordinate with other consultant employed by GGGI in relation to the GCF project, accommodate key findings from the study on microfinance and integrate them within the AFF concept note;
  3. Prepare high-quality presentations about the proposed adaptation facility;
  4. Develop and maintain active coordination, on a day-to-day basis, with GGGI, Kemitraan, and the NDA.

The Consultant will report to the GGGI Green Investment Specialist.

The draft and final reports shall be written in English.

In performing his/her tasks, the Consultant will work closely with the NDA, GGGI (the Readiness Project team), and KEMITRAAN. We foresee the Consultant will perform the work virtually due to travel restrictions related to the COVID-19 pandemic.

Note: The consultant is to provide his/her own equipment and expendable supplies to produce all deliverables.

Expertise Required

  • Masters degree (or higher) in environmental studies, natural resources management, development studies, or relevant fields;
  • At least 8 years of experience working and/or doing research in climate change adaptation projects in Indonesia;
  • Extensive knowledge in financing climate change projects, particularly for micro scale projects;
  • Very good understanding of the Green Climate Fund (GCF) and GCF investment criteria;
  • Experience in the design and development of climate change adaptation projects, specifically oriented towards obtaining (international) donor funding is favorable;
  • An excellent track record in analyzing adaptation projects/programs within national and international contexts;
  • Solid English reporting and writing abilities;
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;
 
Administrative Information

 

S/he must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria listed below:

  1. Professional Competency (10 points): Masters degree or higher in environmental studies, natural resources management, development studies, or relevant fields;
  2. Experience (35 points): At least 8 years of experience working and/or doing research in climate change adaptation projects in Indonesia; Experience in the design and development of climate change adaptation projects specifically oriented towards obtaining (international) donor funding is favorable. S/he must have experience in analyzing adaptation projects/programs within national and international context;
  3. Technical Knowledge (35 points): The incumbent must have extensive knowledge in financing climate change projects, particularly for micro scale projects. Very good understanding of the Green Climate Fund (GCF) and GCF investment criteria is preferred.
  4. Individual Competency (20 points): Incumbent should have solid English reporting and writing abilities. S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.

At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.

Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.

Withholding tax on foreign services rendered/withholding tax Art 26

Payment of royalties, interest, and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services

Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend interest royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art4(2)] and services such as technical, management, consulting services, etc.
