Within the Executive Directorate, the Human Resource Management (EXD/HRM) Service is responsible for delivering policies to attract, engage, develop and retain the best talent for the OECD. The Talent Management and Analytics Group (TMA) is a division of EXD/HRM. TMA develops, implements and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive and effective teams. TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.

TMA is looking for a Data and Knowledge Scientist to integrate and transform disparate information systems and data into quality people analytics solutions. The Data and Knowledge Scientist will have an in depth- understanding of business and human capital challenges and will apply analysis techniques to support the development of talent insights. Working under the supervision of the Analytics and Organisational Development (OD) Advisor, the Data and Knowledge Scientist should demonstrate a thorough understanding and interpretation of business needs, address business needs with a research-thinking mindset and should have excellent collaborative skills.

Main Responsibilities

Research and Analysis\:

  • Works with internal stakeholders to understand business requirements, and leverage existing or develop new data models to deliver on those needs.
  • Actively contributes to the development of structured/unstructured data collection methodologies and related data structures to unify and process data consistently from a large variety of sources.
  • Applies state-of-the-art data processes and techniques to transform existing and disparate data repositories (including performing data wrangling and cleaning operations as relevant).
  • Leverages internal and external data sets to perform research and develop analytical models in response to business challenges and needs.
  • Contributes to develop and implement intuitive people analytics services (including development of related data management flows and processes to introduce predictive analytics for talent management).
  • Provides guidance in sharing technical insights to non-technical audiences and enabling team members to derive insights and recommendations of the analyses so as to support TMA’s consultancy work and facilitate decision-making in TMA related areas of work (Diversity, Performance management, Outreach, OD etc.).

Advanced People Analytics\:

  • Extract structured and unstructured data from relevant sources (jobs, employees profile, training materials) to develop and train new analytical models.
  • Works closely with in-house experts to design and develop skills taxonomies and ontologies to support user cases and recommendations for business users (HR professionals) and end users (staff) in the areas of talent & career management.
  • Contributes to the development of a foundational and scalable graph data base to represent the OECD’s skills and knowledge domains; works closely with colleagues from the Digital Knowledge and Innovation service in order to define and improve ontology governance and update processes.
  • Continuously improves data processing methods and techniques to enhance in-house analytical capabilities.
  • Documents reusable, scalable code to automate workflows and data processes.

Ideal Candidate Profile

Academic Background

  • A Masters in data science, data engineering, business analytics, statistics, economics, social sciences and technology.

Professional Background

  • Minimum of 3 years equivalent related work experience or Bachelors with 4-5 years equivalent related work experience.
  • Sound knowledge of advanced statistical and data analysis methodologies and processes (designing data collection processes, cleaning large and complex data sets, building models, performing various analysis and visualizing outputs).
  • Expertise in Natural Language Processing (NLP), including experience with data wrangling, text mining, entity extraction, topic modeling techniques and knowledge of relevant libraries (e.g. scikit-learn, pandas).
  • Understanding of data / information modelling, knowledge representation and ontology engineering.
  • Understanding of relational models and graph storage models.
  • Strong communication skills with the ability to articulate and present conceptualized approaches and key findings with high impact, including to non-expert audiences.

Tools

  • Proficiency in query and programming languages. Skills in programming with R / Python would be an asset.
  • Operational experience with information-rich data sources (developing vocabularies and standards, taxonomies, ontologies) using relevant tools (e.g. Protégé).
  • Familiarity with semantic technologies and languages (SPARQL, RDF, OWL, R2RML).
  • First-hand experience with graph visualization and analysis tools is an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-years fixed term appointment, with the possibility of renewal.
