GOV is looking for one or more Resource Management Advisors to carry out a wide range of financial, HR and administrative tasks in support of GOV Divisions. S/he will report to the Strategic Advisors for HR and Finance and will also work closely with the managers in the Division(s) for which s/he has primary lead. S/he will contribute to sound resource management with an aim for value for money while ensuring adherence to applicable rules, policies and procedures.

Main Responsibilities

Income and Financial management

  • Prepare regular updates on the overall situation on voluntary contributions (VCs) for the Division(s) for which the Financial and HR Officer is responsible.  Ensure that the VC pipeline is up to date.
  • Under the supervision of the Strategic Advisors, work in close collaboration with managers on developing cost estimates for the PWB outputs of the Division under his/her responsibility. Ensure sound monitoring and reporting.
  • Work with managers to develop detailed cost estimates for VC budgets.
  • Negotiate and review new offers of VCs, including complex PAGoDA VCs; manage multi-commenting processes on Legal documents through the e-VC platform, in collaboration with staff in SGE/LEG and EXD/PBF. Ensure incoming VCs are fully aligned with the results-based management framework.  Register VCs in GM.  Keep donors and project managers fully apprised concerning VC offers.
  • Carry out all activities related to the closing of voluntary contributions and ensure that financial conditions of the donor(s) are respected and that donors receive accurate financial and substantive reports.
  • Prepare financial commitments for the Directorate’s staff budget according to the results-based management framework.
  • Assist management with the establishment of provisional staff and non-staff expenditure plans.
  • Prepare and issue monthly reports for senior management to monitor actual expenditure against budgeted cost estimates for output results. Examine variances with management and implement follow-up actions, as required.   Prepare financial reports for grants and voluntary contributions, ensuring that all of the grant conditions are respected.
  • Assist in the implementation of finance reforms, as necessary.
  • Provide guidance on the application of financial norms and procedures.
  • Prepare and draft ad hoc analytical notes for management.
  • Prepare and communicate information on policies, procedures and best practices.
  • As a member of the Finance Community contribute to the improvement of the corporate financial reporting and budget processes.
  • Stay abreast of corporate budget related deadlines, upcoming events, new guidelines and best practices.

Procurement and related financial administration (for a set of divisions)

  • Monitor day-to-day expenditures which includes reviewing and approving financial commitments and contracts for the procurement of intellectual services, after checking the validity of the supporting documents and compliance with OECD’s financial policies and practices. Identify any anomalies and process any required corrective re-postings.
  • Advise managers on tender and price comparison procedures, consulting with EXD/PBF Central Purchasing Group, as necessary. 
  • Oversee and/or review and approve mission orders and expense claims ensuring compliance with financial regulations and standard operating procedures.  Train and provide guidance to staff on policy and practices related to official travel and general administrative procedures in the Directorate.
  • Review accounts in SAP regularly to ensure that financial commitments reflect the state-of-play, and that grants have been spent, reported on and closed out appropriately.
  • Maintain up-to-date operational budgets and forecasts in OBMR.
  • Work in close collaboration with the Divisions’ office coordinators and assistants in order to ensure appropriate records are maintained for audit purposes.

HR management and general administration 

  • Develop and demonstrate a good knowledge and understanding of the OECD’s human resources (HR) management programmes, processes, procedures, policies and practices, including the use of corporate HR systems and tools.
  • Assist with staff-related actions (contracts, staff mobility, career development, teleworking arrangements, absences, follow up of probationary period reports, etc.).
  • Assist with various activities of the recruitment processes from job publication through to the board approval and on-boarding of the selected candidates. Act as a contact point for new arrivals; assist with the integration of new staff members and ensure that all administrative and personnel-related information is available to them.
  • Maintain up-to-date staff files.
  • Assist in the implementation of HR management reforms, as necessary.
  • Provide guidance to managers on the application of staff rules.
  • Advise staff on operational HR procedures.
  • Prepare and communicate information on policies, procedures and best practices.
  • Actively stay abreast of corporate HR management reforms, deadlines, guidelines and best practices.

Other  

  • Participate as needed in Finance Community and / or HR Community and other inter-directorate workgroups that provide input to the design and enhancements of new software and applications.
  • Replace the other Financial and Human Resource Officers during absences.

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, human resources management, finance or a closely related field.

Professional Background

  • Ideally a minimum of 3-5 years of experience in finance management and/or human resources management, preferably in an international context.
  • Proven experience in the interpretation and application of financial management, including grants management and/or human resources procedures and policies.
  • Experience in the analysis of quantitative and qualitative data and information.  Very strong analytical and quantitative skills.
  • Knowledge of the OECD’s structure, processes and regulations or experience in a similar role in another international organisation would be an advantage.
  • Proven experience working in teams in an international environment and respecting deadlines. 
  • Management of complex projects involving multiple partners. Previous experience working with EU grants would be considered an advantage.

Tools

  • Very good level of experience in using resource management applications such as SAP, SRM, OBMR, GM, eVC, PWB (BET, PWCM) database, Business Objects, Taleo, HR Renewal, or the ability to very quickly master the use of such applications.
  • Proficiency in standard MS-Office tools, and demonstrated abilities with Excel, are a requirement.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in January 2022  and panel interviews are planned for February 2022.
