Within the OECD’s Executive Directorate, the Human Resource Management (EXD/HRM) Service is responsible for delivering policies to attract, engage, develop and retain the best talent for the OECD. The Talent Management and Analytics Group (TMA) is a division of EXD/HRM. TMA develops, implements and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive and effective teams. TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.

EXD/HRM is looking for a Learning Experience Designer to design and develop digital learning and development solutions and services in response to identified organisational development priorities and needs. The role will involve working with multiple internal and external stakeholders. The Learning Experience Designer, who will work under the supervision of the Analytics and Organisational Development (OD) Advisor, should be creative, detail oriented, can self-start new designs as well as being able to prioritise and manage expectations.

Main Responsibilities

Learning Experience Design

  • Consults with relevant leads (D&I, ethics, etc), managers and other internal stakeholders to develop digital courses and offering.
  • Analyses business challenges and understands learner’s needs in context; participates in the identification of learning objectives based on desired business outcomes.
  • Puts forward recommendations regarding course format, design structure, technology delivery options.
  • Creates initial conceptual designs, including storyboards for the development of digital courses.
  • Incorporate insights from analytics into learning experience designs where appropriate.
  • Scopes, designs and develops learning materials and contents for new courses in accordance with required quality criteria and business outcomes.
  • Partners with and integrate the feedback of internal customers into the development process.
  • Oversees the pre-launch testing and delivery of new solutions.
  • Monitors results and updates learning design and delivery as required.

Learning platform content curation and design\:

  • Sources digital content as required by stakeholders and / or new projects.
  • Assists with sourcing and integration content appropriate to developing and rolling out learning pathways and programme.
  • Works with the HR Systems analyst to ensure that learning resources are appropriately published, updated and archived.

Project and programme management

  • Leads the implementation of corporate programmes (e.g. coaching programme).
  • Supports management in identifying relevant learning deployment plans to improve capacity and impact through varied needs analysis methods.
  • Oversees engagement and relationships with providers.

Other responsibilities

  • Learning facilitation and support\: guides and trains learning officers as appropriate in terms of systems usage and user support; facilitates learning design workshops as necessary.
  • Designs communications materials to support the roll-out and marketing of learning solutions.
  • Contributes to the preparation of impactful, targeted communication and information material required to increase the visibility of learning and development pogrammes within the Organisation.
  • Monitors and presents trends regarding learning design innovation and educational technology.
  • Participates in researching, testing and implementing innovative solutions with the L&D / systems team.

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, HR management, communication, or a closely related field.An advanced university degree in one of these subjects would be considered an advantage. 
  • Training with focus on instructional technologies, information design and / or user experience design would be an advantage.

Professional Background

  • Previous professional experience in the field of organisational development.
  • Experience in digital environments, including development and delivery of digital learning materials.
  • Proven experience in project and programme management.

Tools

  • Experience with Learning Management and Tracking systems and content authoring tools (i.e. Storyline).
  • Familiarity with digital design softwares such as Adobe Creative Suite, Photoshop, InDesign.
  • Knowledge of Design Thinking approaches and techniques would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-years fixed term appointment, with the possibility of renewal.

  • Monthly base salary starting from 4107 EUR, plus allowances based on eligibility, exempt of French income tax.
