Within the OECD’s Executive Directorate, the Human Resources Management Service (EXD/HRM) is responsible for the policies and processes that support the Organisation’s evolving staffing needs to attract, engage, develop and retain the best talent for the OECD.  The Client Services Group (CSG) provides Directorates with a focal point for all people and organisational management matters and overall responsibility within Directorates and Services for HR client support in resource planning and people management throughout the employee life cycle, including recruitment, performance management, employee engagement, retention, and other organisational agendas.

EXD/HRM is looking for a HR Data Officer to support HR systems and data reporting and recruitment administration to support the logistical element of senior-level recruitments. The selected candidate will play a key role in ensuring meaningful HR metrics and data analytics are provided to the Directorates and Services, facilitating HR Business Partners in guiding clients with their HR agendas.  

The HR Data Officer will also improve the data reporting and visualization capabilities of the CSG team, with a focus on data reporting along the People Management Cycle and Recruitments. The selected candidate will support the team in the development of tools that aim to provide a data driven approach to HR decisions, while playing a key role in the logistical elements of recruitment activities. The selected candidate will report to the Head of the CSG or any other official designated within the CSG.

Main Responsibilities

HR metrics, data analysis, and visualisation

  • Support the team in the development of analytics and visualization tools to strengthen a data driven approach to several strategic initiatives linked to recruitment and people management.
  • Provide analytics and visualisations throughout the People Management Cycle including the biannual People Reviews to support the Staffing Strategy and HR Action Plan for all Directorates and Programmes.
  • Ensures data reporting tools are client focused and information can be easily shared across to a non – technical audience.
  • Follows up the development of tools with the identification of outputs, key insights and narratives.
  • Works across the CSG and the Talent Management and Analytics team (TMA) within HRM.
  • Present data and provide liaison for trainings on HR systems, dashboards and digital tools within CSG/HRM through workshops and capacity-building sessions.
  • Facilitate and promote understanding of the Organisation’s People Management Cycle through creating communications, visualisations and presentations.
  • Run ad hoc HR metrics reports as required according to the Directorates and Services people management agenda.

Executive Recruitment Support

  • Support candidate sourcing through social media and liaison with external sourcing partners including commercial stakeholders (e.g. advertisements in various external publications and websites).
  • Manage requests for approvals with the Office of the Secretary-General throughout the recruitment process.
  • Prepare reports and statistics on senior recruitment processes, diversity and other ad hoc reports, as required.
  • Organize the candidate screening process through the co-ordination of testing (e.g. video interviews, written tests) and the administration of Assessment Centres in collaboration with external partners.
  • Co-ordination of panel interviews including scheduling, developing materials for interviewers and managing candidate and interviewer communications.
  • Maintain and enhance recruitment guidance ensuring content is up-to-date, accurate and relevant.

ldeal Candidate Profile

Academic Background

  • Post-secondary education degree in Human Resources, Business Administration, Public Administration or a related field.

Professional Background

  • At least three years’ experience in a human resource management with responsibilities in administration and process support.
  • Proven experience in drafting communication for senior management.
  • Good knowledge of OECD staff rules, procedures and systems or similar knowledge in an international organisation would be an advantage.

Tools

  • Proven experience in data visualisation and Business Intelligence software.
  • Proven knowledge of human capital management (HCM) systems (e.g. SAP HCM, Taleo) and/or the ability to learn new systems quickly.
  • Excellent knowledge of Microsoft Office Suite -- Word, Excel, Power Point, SharePoint, Outlook.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.
