Situated within the Executive Directorate, the Human Resource Management Service’s (EXD/HRM) HR Operations Group (HRO) relies on 35 staff to provide centralised HR services to the Organisation and its staff in payroll, HR documentation, staffing administration, medical and social services. It is also responsible for social security schemes, horizontal HR projects, business analysis and policy advice and support, as they relate to the services provided by HRO.

HRO is looking for a Deputy Head to assist with oversight of operational management, and explore and develop business process improvement opportunities in order to increase efficiency and effectiveness in HRO. The selected candidate will report to the Head of HRO. 

 

Main Responsibilities

Leadership

  • Assist in the oversight and management of the Group in order to assure high quality advice and integrated, agile HRO services are provided from EXD across the OECD.
  • Identify and develop opportunities for business process improvement, innovation, automation and digitalisation in order to enhance the efficiency and effectiveness of HRO services, and ultimately provide value for money in support of EXD/HRM and all EXD objectives.
  • Promote cohesion across the Group, EXD/HRM and all EXD in ensuring a business-oriented approach with client Directorates.
  • Represent HRO at internal senior level meetings, meetings with Members and key internal and external stakeholders (i.e. Executive Committee, Budget Committee, Staff Association and Delegations), as required.

Middle Office management

  • Effectively manage the human and financial resources of the Middle Office team, in alignment with EXD plans and budgets, whislt fostering a collaborative and inclusive work environment..
  • Oversee procurement (calls for tenders and market consultations) under the responsibility of HRO.
  • Manage sensitive situations with tact, discretion and diplomacy, escalating to the Head of HRO and Head of HRM as necessary.

Liaison and co-ordination

  • Manage the timely provision of relevant briefing material to the Head of HRM and Executive Director.
  • Contribute to EXD horizontal projects, with a view to reinforcing the “One-EXD” approach.
  • Engage with Employee Resource Groups (ERGs), i.e. Staff Association, Data Protection Officer (DPA), Resource Management Advisors (RMAs), GLOBE, Women’s network, Internal and External Auditors, and other key stakeholders on HRO related matters, in coordination with the Deputy Head of Service and the Head of Service as necessary.
  • Ensure consistent practice and policy application across the Organisation by via regular knowledge sharing sessions with HRM staff and the Resource Management Advisor (RMA) Community.
  • Assure the availability of user-friendly internal communications relating to key HRO services for all-staff.

Ideal Candidate Profile

Academic Background

  • Advanced university degree in human resources, business administration, or organisational development.

Professional Background

  • Minimum ten years of relevant professional experience in people management, systems innovation, automation and process reengineering.
  • Substantial professional experience in team management in a diverse international setting and demonstrated commitment to diversity, gender balance and cross-cultural issues.
  • Experience in leading change management initiatives, knowledge and understanding of HR IT systems and HR policies, rules and procedures is essential.
  • Excellent oral and written communication and presentation skills and experience in use of data and data visualisation.

Languages

  • Fluency in one OECD official language (English or French) and good working knowledge of the other.

Contract Duration

  • Three- year fixed term appointment, with the possibility of renewal.

  • Monthly base salary starting from 8886 EUR, plus allowances based on eligibility, exempt of French income tax.
