Position Overview
The Manager, Health Financing & Health Workforce (from here on “Manager”) will lead CHAI Zimbabwe’s Health Financing & Health Workforce team in goal setting, program planning, implementation, monitoring and reporting for collaborative work with the Ministry of Health and Child Care (MoHCC) whose goals include optimizing the use of financial resources available in the health sector and strengthening community health services. The Manager will lead program development and guide the definition of CHAI's health financing and community health strategy in collaboration with the Country Director. The program manager will be part of a team that works very closely with the MoHCC, interacting on a regular basis with donors, NGOs and civil society.

 

The Manager will be a critical contributor to CHAI’s Health Financing and Health Workforce program; s/he will provide analytical, strategic, and communication support to implement internal and external projects. The Manager will develop relationships and work collaboratively with various teams within CHAI. The position requires a highly motivated individual with outstanding conceptual and technical grounding and a strong analytical and problem-solving record. The Programs Manager will have excellent written and oral communication/presentation and negotiation skills and a high degree of self-confidence. Responsibilities

Responsibilities of the position span Program management, strategy development and execution, and grant development and management, technical assistance, and management of a team:

  • The Manager will identify and define CHAI's strategy for health financing and health workforce, develop clear operational plans, monitor execution in line with government’s priorities, and continually identify opportunities for CHAI to add value and maximize impact towards advancing the vision for universal health coverage.
  • Develop strong working relationships with key stakeholders in government, development partners and NGOs, to ensure coordination of resources to facilitate consensus on process, policy, and implementation of program.
  • Lead the development, structuring and presentation of outcomes of quantitative and qualitative data analysis models required to evaluate various health financing options and their impact on fiscal space
  • Work with various MoHCC departments to adapt and/or develop elaborate strategic and implementation plans to promote increased financing and delivery of essential health services.
  • Support the drive towards strengthening an effective and sustainable primary health care system by supporting the national and sub-national levels in the implementation of the.
  • National Community Health Strategy and provision of the Community Essential Health package
  • Support the MOHCC in strengthening donor coordination to support domestic resource mobilization and a sustainable transition towards greater self-reliance.
  • Actively lead support for the resource mapping exercise to track funding flows within the health sector and implement strategies to ensure its full transition to MOHCC.
  • Providing leading support to MOHCC on costing of strategic plans and key health interventions at the national and facility levels, provide technical assistance on strategic allocation and prioritization
  • Provide technical advice and oversight over the quality of deliverables and ensure that communications and work products that are shared externally meet CHAI and MOHCC standards.
  • Identify and develop medium-term action plans and strategies to address key public health challenges in line with the MOHCC vision
  • Lead business development and proposal development to mobilize additional funding to address areas identified with unmet needs
  • Support and review key analyses on major program deliverables including identifying project risks and help develop solutions.
  • Collaborate with other CHAI teams and provide strategic and analytical support on cross-cutting projects.
  • Represent CHAI in key strategic and technical meetings
  • Build and maintain institutional capacity and identify and facilitate opportunities for inter-program knowledge sharing including knowledge management.
  • Manage and coach program staff, establishing clear performance goals, and ensure grant deliverables and government milestones are delivered on time and are of high quality
  • Carry out program budgeting and reporting (preparing periodic reports and presentations for internal and external evaluation).

Qualifications
  • Bachelor’s degree in Public Policy, Public Health, Economics, Mathematics, Science, Business, or a related discipline.
  • Minimum 5 years’ work experience in consulting, policy, research, business, or other related areas
  • Strong quantitative and qualitative analytical skills
  • Strong written and verbal communication skills
  • Exceptional diplomatic interpersonal skills and ability to build strong professional relationships with a range of stakeholders in a multicultural environment.
  • Experience in composing high-quality briefs, proposals, technical reports, guidelines, operational plans, Standard Operating Procedures (SOPs) is desirable
  • Experience in conceiving, planning, and executing programs or projects with verifiable results and little external support.

 

Advantages:

  • Master’s degree in Public Policy, Public Health, Economics, Mathematics, Science, Business or a related discipline.
  • Background in health-related projects, management consulting or other relevant private and public sector organizations.
  • Experience working with governments and other international partners.
  • Ability to travel at short notice and on a regular basis.
  • High level of technical proficiency with MS Excel, MS PowerPoint, and MS Word
  • Ability to adapt to fast-paced and changing environments, both internally and externally
