The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries.  At present, IRENA has 166 Members (165 States and the European Union) that acceded to its Statute, and 18 additional States in the process of accession and actively engaged.

 

Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge tools, and conducting analyses to support the creation of enabling environments for investment in and growth of renewables. This entails analytical work, capacity building and tailored advice on policy and finance, as well as socio-economic benefits. 

 

Duties and Responsibilities

 

Under the overall guidance of the Director of the Knowledge, Policy and Finance Centre and direct supervision of the Head of the Policy - Renewable Energy Markets, the Associate Programme Officer – Renewable Energy Finance and Policy will perform the following duties\:

  • Undertake in-depth analysis of renewable energy investment trends (including finance for the power sector, off-grid renewables for energy access, and renewables deployment in end-use sectors). The work also covers relevant aspects of the wider sustainable and climate finance sector, as well as other financial flows in energy transition technologies (e.g., enabling infrastructure, heat pumps, electric vehicles)
  • Help develop analytical work on financial instruments which can help scale up renewable energy investments, including new capital market vehicles (e.g. green bonds), business models and structured finance approaches.
  • Contribute to analysing policies that can be deployed to incentivise a scale-up in renewable energy investment, providing case studies, identifying lessons learnt and policy recommendations. This includes analysis of renewable energy targets both in the context of Nationally Determined Contributions (NDCs) and national energy policies.
  • Contribute to IRENA publications such as the bi-annual Global Landscape of Renewable Energy Finance Report, World Energy Transitions Outlook and Regional Energy Transitions Outlooks.
  • Support the coordination of projects and provide guidance to consultants and contractors as required.
  • Participate in outreach and communication activities, with a specific focus on public and private finance institutions and other relevant stakeholders. Present IRENA’s work, particularly on renewable energy finance, in various fora.
  • Participate in the planning and coordination of the Policy Unit’s work programme and contribute to its successful implementation. 
  • Perform other duties and daily tasks as required.

Qualifications

 

Education\: Advanced university degree (Master’s degree or equivalent) in the field of sustainable finance, economics, energy policy and/or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience\: A minimum of two years of relevant experience in the field of renewable energy and/or energy transition finance, with a sound understanding of the renewable energy investment landscape (including for off-grid renewables), financing instruments and policies to de-risk investments. Ideally some background in emerging markets and/or high-risk environments. Demonstrated ability to implement projects with good analytical skills and to produce high-quality reports and papers on renewable energy finance and policy issues. 

 

Language and IT skills\:  Excellent command of both written and spoken English. Knowledge of other UN languages is desirable. Excellent writing skills are essential. Excellent IT skills, including proficiency in MS Excel.
