Overview of position

Afghanistan has one of the lowest scores on the Human Development Index, impacted by displacement, migration and return.  The intensified armed conflict in 2021 and the resulting upheaval in August 2021 have resulted in further escalating humanitarian needs and a significant deterioration of the protection environment for civilians in the country. These factors exacerbate the vulnerabilities of a population already burdened by the COVID-19 pandemic, subsequent economic downturn, and a severe drought across the country (declared in June 2021). Internal displacement inside Afghanistan is driven by both conflict and natural disaster.  There is now an estimated number of 5.5 million Internally Displaced Persons (IDPs) in the country, including both protracted and the 634,000 newly displaced by conflict in 2021. The region is characterized by significant cross-border movements into neighboring countries from Afghanistan, as well as returns.

Protection and safety risks to civilians, particularly women, children and people with disability are reaching record highs. According to UNAMA, over five thousand civilians were killed and injured in the first half of 2021. The sharp increase in hostilities across the country also severely impacted health facilities and health personnel and further stretched thin resources responding to the increased health needs, including a need for far greater focus on people’s mental health. IOM provides; comprehensive essential health care, integrated surveillance and disease control training for frontline health staff, necessary medical and health commodities, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication to sensitize impacted areas. Mental Health and Psychosocial Support (MHPSS) is a part and parcel of IOM’s overall health service delivery. Afghanistan also faces more challenges in its response to the increasing needs for emergency health services due to the upheaval in August 2021. The MHPSS components cover all four layers of the IASC MHPSS

intervention pyramid in crisis settings, including social considerations in basic services and security, strengthening community and family supports, focused non-specialized supports, as well as specialized services

IOM’s Migration Health programme, with over 160 staff working in health - is actively supporting the strengthening of MHPSS responses, and ultimately aim at reducing the level of distress among the Afghan population, and coping with the crisis and displacement realities that have only been exacerbated since August 2021, and before.

Under the overall supervision of the Migration Health Programme Officer, the Senior Project Assistant (MHPSS) will support holistically the implementation of Health Assistance to Crisis Affected populations (H3) activities/emergency health programming, across all four layers of the IASC MHPSS intervention pyramid in crisis settings, including social considerations in basic services and security, strengthening community and family support, focused non-specialized support, as well as specialized services. S/he is expected to carry out his/ her duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Role objectives

1.Support the implementation of MHPSS-activities in-built with IOM’s Migration Health Programming (including activities on all four levels of the IASC intervention pyramid for MHPSS in crisis settings).

2.Develop project documents, forms and tracking tools based on identified needs during project implementation; ensure the MHPSS project database is regularly updated.

3.Provide administrative support to MHPSS activities and help coordinate logistics to deliver services to beneficiaries, including monitoring the proper documentation and filing of the project administrative and financial documents as well as of data collection forms.

4.Support in monitoring status of the project, compile, summarize and prepare clear and concise reports of all activities undertaken; and ensure maintenance of confidential documentation and records of all MHPSS activities implemented,

5.In coordination with the MHPSS coordinator, regularly provide inputs in situation reports, and support the production of other key reports in close coordination with the Afghanistan Health Team, Program Support Unit and National Health Liaison and Coordination Officer.

6.Support the identification of gaps and needs regarding MHPSS in close exchange with the Afghan population, and address them in cooperation with the MHPSS Coordinator, relevant implementing partners and other relevant actors.

7.Closely cooperate with IOM’s other areas of response in Afghanistan, such as IOM’s protection, RADA and other teams, to ensure that MHPSS is mainstreamed in these areas of action.

8.Identify gaps and provide technical support to field psychosocial support workers (PSS workers)

9.Support the MHPSS team supervisor to implement community-based MHPSS activities including community-initiated activities and discussion groups with a specific focus on women, girls, elderly, youth and people with mental disorders, disabilities or other social vulnerability.

10.Support the organization of relevant meetings and trainings for MHPSS teams, humanitarian actors, primary health care workers, key community members, community leaders, traditional healers and other key stakeholders. 

11.Collaborate with other agencies on the ground, and actively participate in the MHPSS working groups; support, in coordination with senior personnel liaison efforts with MoPH, MoRR, PPHD, DoRR, relevant I/NGO partners and other relevant departments regarding MHPSS programming.

12.Maintain awareness of the potential for MHPSS-related empowerment areas in the interest of beneficiaries, and work with senior personnel to integrate this into programming, as appropriate.

13.Undertake duty travel as necessary.

14.Perform such other duties as may be assigned.
