Overview of position

Afghanistan is one of the multi hazard prone countries of South Asia, with earthquakes, floods, droughts, landslides, sandstorms, and avalanches as the common natural disasters. Heavy rain and snow cause major problems across the region almost every year. Extreme winter conditions and avalanches are also a recurrent feature in the mountainous areas of Afghanistan that make up approximately 63 per cent of the country. Poor housing provides little protection to the households in rural parts of the country. Lack of capacity and resources within government institutions further adds to the vulnerabilities of families affected or displaced by natural disasters.

IOM Afghanistan in line with its “Disaster Risk Management and Disaster Risk Reduction Framework implements DRR activities with the overall aim of strengthening Government of Islamic Republic of Afghanistan’s (GIRoA’s) Disaster Risk Management capacities at the national, provincial and community level.

Disaster Risk Management (DRM) activities focuses on selected disaster-prone communities across Afghanistan to enhance community level preparedness and response to disasters.

In addition, IOM through its Humanitarian Assistance Program (HAP) is implementing emergency response project through which natural disaster affected and displaced population is assessed and the needs for relief items are addressed by provision of NFIs and emergency shelter. IOM is the as co-chair of the Emergency Shelter/Non-Food Item Cluster. Under the overall supervision of the Program Manager; the Project Assistant (DRR National Officer will support HAP in in implementation of DRR activities through the tasks specified below;

Role objectives

1.Manage and provide technical and creative inputs to the day to day implementation and monitoring of the administrative and operational activities of DRR components of the humanitarian assistance programme (HAP) and Enhancement of Disaster Risk Reduction (DRR) project.


2.Develop key DRR documents/ assessment tools in English, Dari and Pashto and ensure adequate coordination and monitoring of the DRR projects at the national and field level in targeted provinces.

3.Coordinate project activities with the DRR project team, field staff and DRR stakeholders (Afghanistan National Disaster Management Authority (ANDMA), Ministry/ Directorate of Rural Rehabilitation and Development (MoRRD/DoRRD), National Disaster Management Commission (NDMC), Ministry of Energey and Water (MoEW)) and INGOs to ensure the projects are technically and financially justified and meet the community needs.

4.Collaborate closely with Project Assistant (ANDMA Liaison) to ensure coordination with ANDMA, MoRRD, MoEW at Kabul and provincial levels. She/he will also extensively travel to sub-offices and project sites to monitor project activities and ensure compliance with project objective and provide advice and technical backstopping to project field staff.

5.Develop and reviewing the project outputs, work plan and activities versus the set objectives as set forth in the programme documents and advise Programme Manager where necessary and appropriate; Monitor and analyze project implementation schedule, planned activates and targets in accordance with indicators, specifically aimed at increasing effectiveness.

6.Assist the Programme Manager in planning, developing, implementing and evaluating project activities in line with set objectives, including monitoring all the project component progress in coordination with monitoring team and prepare relevant reports.

7.Develop disaster management information reporting SOPs, training manual and needs assessment form for ANDMA and EOC under national disaster management information system in close collaboration with ANDMA and IOM Information Management Unit staff.

8.Develop and disseminate a Comprehensive multi-stakeholder community disaster management action plan for targeted communities and create tools to improved awareness of disaster risks and early warning systems in disaster-prone communities, take lead in conducting multi-hazard risk assessment.

9.Training manual and schedule for CBDRM trainings and Community-based disaster risk management teams are developed and list of necessary search and rescue and early warning tools and equipment’s is enlisted. In close collaboration with DRR coordinator and ANDMA, ensure participation of women and children in the trainings.

10.Forms/tools for multi-stakeholder risk assessment, hazard mapping and action planning including seasonal hazard mapping activities are developed and consolidated into Community Disaster Management/Action Plans. 

11.Write donor monthly operational updates, interim and final narrative reporting in accordance with the set schedule and ensure timely review with relevant unit and submission to donor.

12.Assist the programme manager in organizing meetings, work groups and consultations with regards to the planning and implementation of DRR activities. Establish and maintain contacts with relevant national and provincial government stakeholders, UN specialized agencies, non-governmental organizations and coordinate/attend DRR working group meetings. Supporting the information dissemination activities and advocating for the project among key stakeholders and collaborating by the preparation of formal and regular meetings with the stakeholders, donors and government Ministries (ANDMA, MoRRD, MoEW and their provincial departments).

Support the Manager in strengthening IOM’s active role in the relevant DRR coordination forums and prepare presentations as requested by the programme manager in English

13.Dari and Pashto take lead in DRR working group and provide updated information in regard to the progress of the activities to the members. Develop DRR project ideas and concept notes for DRR activities in line with the needs of the community.

14.Ensure adequate coordination and monitoring of the DRM Infrastructure at the field level, work with engineering unit to ensure projects are technically sound, financially justified and meet community needs and priorities. Support the engineering unit in operational activities, including, logistics, procurement and administrative issues.

15.In consultation with DRR engineering team, develop SoPs, guidelines and training manual for communities to be trained on construction of DRM infrastructure and maintaining these infrastructures in vulnerable communities through community-based cash for work.

16.Consult with stakeholders for pilot multi hazard mapping exercise, ensure the mapping is done in line with work plan and the report is available to the relevant stakeholder.

17.Supporting the Programme Manager in the analysis of project operational constraints, recommending corrective action(s) in a timely manner with a view to increase overall project effectiveness and efficiency.

18.In close coordination with Programme Support Unit, provide substantial inputs for the public information materials, success stories, project fact sheets and other relevant materials for government and non-government partners in English, Dari and Pashto.

Undertake other duties that may be assigned by the Programme Manager and/or Chief of Mission.
