Background

The purpose of the Information Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) is to be responsible for designing, developing, and implementing the ICLA programme, inclusive of Civil Documentation and Housing, Land, and Property (HLP), in the Northern Region Mozambique Emergency Response. The position also serves as the co-chair of the HLP Area of Responsibility (AOR) launched in August 2021 under the Protection Cluster.

The ICLA PDM manages the ICLA team and ensures capacity building and transferring knowledge to the technical team. The ICLA Programme Development Manager will further develop and lead NRC’s ICLA portfolio in northern Mozambique.

Role and responsibilities

Generic responsibilities

  1. Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, ICLA core competency tools, handbooks and guidelines
  3. Responsible of development and manage funding proposal, project budgets and donor reports
  4. Overall management of ICLA project staff
  5. Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements            
  6. Ensure capacity building of ICLA project staff and transfer key skills

Specific responsibilities

  • Contribute to development of the country strategy and further develop the initial ICLA Mozambique strategy.
  • Contribute to development of ICLA staff capacity; focus on approaches, thematic areas and cross cutting issues.
  • Develop and follow up on detailed project work plans, procurement plans, spending plan, M&E plan and recruitment plan for ICLA projects in the Northern region of Mozambique
  • Implement assessments on Housing, Land, and Property (HLP) and Civil Documentation (especially legal identity) in IDP relocation sites and informal IDP sites in coordination with the NRC Emergency Response Team.
  • Develop the ICLA project in Mozambique to cover new and emerging areas/themes
  • Represent NRC as co-chair the HLP Area of Responsibility (AOR) under the Protection Cluster.
  • Facilitate and support the coordination of the HLP Area of Responsibility (AoR)
  • Provide support to the HLP AOR and the AOR Coordinator.

Professional competencies

  • Relevant completed university degree (Social Sciences, Anthropology, Geography, Law, Development Studies, etc); Master’s degree or higher is an advantage.
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Sound knowledge of HLP and Legal Identity rights in conflict or post-conflict communities, including forced displacement, humanitarian assistance and development 

Context/ Specific skills, knowledge and experience:

  • Previous International Development or Humanitarian experience, preferably with sub-cluster coordination, facilitation of groups in conflict, and interest-based negotiation
  • Knowledge of working in an emergency context
  • Previous experience in geographical or operations mapping
  • Fluency in English and excellent writing and communication skills
  • Fluency in Portuguese and/or Spanish highly desirable
  • Proven ability to operate under strict deadline and high level of discipline and professionalism
  • Experience with start-up, exit or similar

Additional Details:

Duty Station: Pemba , Cabo Delgado, Mozambique

Type of Contract: 24  months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50% 

Language: Fluency in English and Portuguese is highly desired.
