Background Information- Job Specific
The project ‘Mozambique Northern Crisis Recovery Project’  (NCRP) will be based in and around the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to approximately 20 relocation sites. The project will support both IDPs and Host communities. The project comprises of 4 main objectives broken down into components as follows:


  • Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence.

  • Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management. 

  • Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities. 

  • Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation. 

UNOPS has been entrusted with the critical role of supporting the national Government Project Implementation Unit (PIU) to deliver this project and ensure adequate support is provided to build sustainable capacity in relevant institutions.  Thus, the project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source. 

The project team is expected to contain Programme management staff, Safeguards and Monitoring and Evaluation staff and infrastructure staff and will require significant stakeholder and partner coordination and management.

Local Context: 

The project will be based in the city of Pemba, in Cabo Delgado, this position is expected to maintain regular travels to Niassa and Nampula provinces, as needed.  Interested candidates should note that Pemba is a non-family duty station. 

The project team is multi-disciplinary and multi-agency. The UNOPS team will be composed of Infrastructure staff, Safeguards and Monitoring and Evaluation staff, Community Development team, Project Management and Support personnel.  With several components to be implemented by other UN Agencies, and considering the complex humanitarian and development partner landscape in the North, the project will also require significant stakeholder and partner coordination and management.  

The selected candidate will also be required to support the Senior Project Manager to establish full operations and UNOPS presence in the project location with the support of the Multi Country Office. 

Functional Responsibilities

Purpose and Scope of Assignment 

Under the direct supervision of the Senior Project Manager, the Communications Specialist will be responsible for leading the development and implementation of the Communication Strategy and action plan for the NCRP.  S/he will be responsible for facilitating the implementation of the strategy and action plan by the various Implementation Partners and overseeing adherence to it over the life of the project.

The Communication Specialist will be responsible for leading the Communications and visibility work package for the overall NCRP as follows:

Communications Strategy and Action Plan

  • Lead the development of a Communications Strategy and Plan for the NCRP and coordinate with other implementing partners including specific and measurable goals, opportunities and tools for promotion of each Component

  • Implement and manage the communication strategy and action plan both locally, and internationally:

  • Actively advise and support Communications personnel of IPs to develop and implement project communication services in accordance with the Communications Strategy, plan and branding guidance;

  • Ensure ‘results’ communication, including that of IPs are endorsed by the NCRP M&E team.

  • Support the Sr. Project Manager and the Stakeholder Engagement team in the implementation of the stakeholder engagement plan and communication strategy. 

  • Establishment of an annual communications work plan and dissemination plan for UNOPS’s materials ensuring effective identification and outreach to targeted audiences at the global and country levels, as well as in line with donor requirements;

  • Monitor views and perceptions of the various stakeholders, and audiences of the project. This includes monitoring social media sites and the press to assess attitudes about the project, general mini-grid electrification trends and make recommendations about the  positioning of the project

  • Mainstream gender equality and women’s empowerment strategically in all activities related to communication, advocacy and branding.

  • Engage proactively with communication representatives of ADIN, FNDS, other government entities in Cabo delgado, World Bank, UNOPS, Implementing Partners, UN, and other communications groups relevant to the project.

  • Monitor media coverage and the effectiveness of communications activities and propose measures, strategies to improve the effectiveness; 

Branding the Project 

  • Lead the content development, editing, production and dissemination of communication and visibility materials for the project

  • Lead coordination of activities related to design, photography, visibility events, visits, meetings, printouts, and other materials. 

  • Liaise with MADER, FNDS, World Bank and UNOPS communication team to ensure NCRP communications products and services meet the partners’ expectations

  • Ensure consistent approach, standards and branding across all products and IPs.

  • Promote availability of communications products in English, Portuguese, and local languages where possible.

  • Provide support to boost NCRP visibility and awareness including identification of key stories, content, lessons learned, and outcomes;

  • Compile specialized media coverage press packages; arrange media briefings and respond effectively to inquiries to media as well as for public information materials.

  • Actively take part in stakeholder engagement to collect case studies and human interest stories on their experiences;

  • Support the Sr. Project Manager and IPs with visibility materials to raise awareness of the project, and with a view to reaching new audiences and potential donors;

  • Review case studies and develop innovative means of highlighting results, impact and success stories; 
  • Propose and train on new and innovative approaches as needed.

  • Ensure all NCRP communications and visibility products (factsheets, press releases, annual reports scorecards etc.) align with agreed branding guidance

Communication tools, social media, and corporate events

  • Collaborate with UNOPS and IPs communication teams to generate, draft and edit content for the web sites to ensure material content is consistent, fresh and up to date.

Education

  • Master’s degree in Communications, Media Studies, Journalism, or other related fields is required.

  • A bachelor's degree in Communications, Media Studies, Journalism, or other related fields with a combination of two additional years of relevant experience may be accepted  in lieu of the master's degree

Experience

  • Minimum of five (5) years of experience in the field of communications, journalism, external relations and/or other communication roles is required.

  • At least 3 years in writing excellent reports and briefs is required

  • Experience using social media accounts in a professional setting is a distinct advantage

  • Experience developing content for websites and social media platforms is an advantage 

  • Experience working on donor funded projects is an advantage

  • Experience working with international organizations in the area of displacement in a field setting is an advantage

Languages

  • Fluency in English and Portuguese is required (Reading, Writing and Speaking)
