CHAI started supporting Indonesia’s Ministry of Health in 2008 to scale up adult anti-retroviral therapy through improving supply chain management, as well as providing technical assistance for improving the quality of ART and laboratory systems to support HIV care and treatment. In recent years, CHAI has expanded its support to the Ministry of Health to other areas including hepatitis and helping to facilitate BMS (Bristol-Myers Squibb) to donate pan-genotypic DAA (Direct-acting Antiviral), daclatasvir, more effective treatment for HCV patient, improving access to family planning, point of care diagnostics, mhealth, maternal and child health, and technical support for the Ministry of Health’s drive to sustainably fund healthcare.

Overview of the CHAI Indonesia Vaccines Work
In mid-2016, CHAI launched its vaccines program to support the Expanded Program on Immunization (EPI) and the Indonesian Ministry of Health (MoH) to accelerate the introduction of the PCV vaccine, specifically focusing on assisting the government to make an informed and coordinated decision on PCV introduction.

The EPI faces several challenges in its attempt to introduce new vaccines like PCV. For example, as Indonesia is no longer eligible (as of 2018) for Gavi funding assistance, the EPI has to mobilize funding for the procurement of costly new vaccines as well as strengthen its immunization system to deliver vaccines effectively. CHAI expanded its support to MoH to manage the transition from Gavi funding and address associated system management gaps.

CHAI also supports EPI with strengthening cold chain infrastructure, cold chain management, and supply chain systems in order to ensure that newly introduced and routine vaccines are a) available to children b) stored and transported in potent condition and c) delivered to the population in an efficient manner.

CHAI is looking for a highly qualified, very dynamic, energetic person with exceptional people skills and experience of working in challenging environments, to support its Indonesia vaccine program. This is a very demanding post which will prove to be very rewarding for the right candidate.

• To assist in assessment of cold chain capacity, and identifying potential cold chain solutions to ensure sufficient storage capacity for all vaccine types; support in development cold chain roadmap planning and improve cold chain equipment standardization
• Support EPI with systems strengthening to identify temperature excursions, prevent vaccine freezing during transport, including piloting interventions, developing relevant guidelines, trainings, and SOPs, evaluating implementation and adherence, and coordinating with relevant government stakeholders.
• Work with EPI to design and implement interventions for cold chain data visibility and review of cold chain status including improving visibility of temperature monitoring system, cold chain performance data and institutionalizing regular reporting and review of key cold chain performance indicators.
• Support EPI to identify, develop, costed cold chain plan and operationalize cold chain equipment maintenance strategies/models to ensure vaccines are stored in functional refrigerators at all sites. This will include working to ensure the availability of necessary inputs (including qualified technicians, spare parts sufficiency, financial, and capital resources) through the development of process improvements and improved input management systems.
• Contribute to the development of innovative approaches as well as the documentation and dissemination of best practices on vaccine cold chain improvement.
• Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts;
• Continually identify opportunities for CHAI to add value and maximize impact and document lessons learned.
• Work closely and collaboratively with other CHAI vaccine team members to identify linkages and suggest approaches through systems strengthening work to support other immunization program deliverables
• Prepare high quality reports, templates, SOPs, TORs, analyses, PowerPoint presentations as related to the above responsibilities 
• Other duties that arise as deemed appropriate by the Program Manager, Program Director and Country Director.

• At least a Bachelor's degree in a scientific, public health, or related discipline. Candidates with a Master's degree or PhD or equivalent will have an advantage.
• At least three to five years of work experience in a field requiring both advanced analytics and exceptional presentation skills. Candidates with experience from international organizations will have an advantage.
• Experience in Indonesian health system including healthcare sector, preferably a background in vaccines, cold chain or related field.
• Exceptional writing skills for conveying key points succinctly, persuasively and clearly.
• Strong process management skills, high level of organization, and good attention to detail proven through experience in independently driving the planning and execution of projects including budgeting, activity planning, and monitoring.
• Experience structuring and leading evidence-based decision making processes.
• The ability to build relationships with senior stakeholders and quickly demonstrate credibility.
• The ability to work independently in fast-paced and dynamic environments.
• Strong quantitative and problem solving skills including proficiency at advanced Microsoft Excel.
• Strong communication skills, both written and verbal, including proficiency at Microsoft PowerPoint.
• Proven track record working in challenging multi-stakeholder environments.
• Personal qualities including resourcefulness, entrepreneurialism, flexibility, independence, humility and strong work ethic.
• Fluent in Indonesian and English (oral and written).
• Experience working with Ministry of Health and Provincial Health Offices is an advantage
