NRC has obtained its registration in the Country in 2021 and is planning to implement activities within an integrated programme which includes Rapid Emergency Response (Shelter/WASH NFI distribution), Emergency Education, Information Counselling, and Legal Assistance (ICLA) and exploring other programmatic possibilities mainly Food Security and Livelihoods FSL. NRC has set up the basis of a country office, having established an office in Pemba and a field office in Mueda district and is rapidly recruiting staff alongside scaling up activities. There is a particular focus to implement in some of the hard-to-reach areas which have particular access constraints, especially due to the conflict.

  1. Role and responsibilities

The purpose of the Emergency technical assistant position, under the supervision and guidance of the officer, is to monitor at field level and assist in the day to day implementation of the Emergency response and Shelter/WASH activities in Cabo Delgado province, including Emergency response activities and/or construction/rehabilitation works.

Generic responsibilities

  • Technical Supervision of contractor workers, daily Workers, and Incentive Labour.
  • Adhere to NRC policies, tools, handbooks, and guidelines as well Government rules and regulations
  • Assist with the implementation of the shelter/WASH portfolio according to the plan of action
  • Assist in the preparation and development of technical status reports as required by management
  • Ensure proper filing of technical documents in both hard and soft copies
  • Ensure that projects target beneficiary sites/units most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Actively participate in capacity-building training, workshops, and seminars organized by NRC.
  • Assist in developing work plans for the technical aspects of shelter/WASH activities
  • Ensure that gender and protection mainstreaming is carried out at the field level.
  • Collaborate with teams from other CC’s to ensure that project beneficiaries are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs

 

Specific responsibilities

  • Conduct technical needs assessments, and participate when required in focus group discussions, community meetings, and other community mobilization activities
  • Conduct distribution of emergency items, including NFIs, Hygiene Kits, shelter kits, cash or vouchers.
  • In collaboration with SW Project Officer/Coordinator, conduct door-to-door visits to potential beneficiary household sites and correctly fill project-related technical forms and questionnaires.
  • Support the SW officer on the preparation of BoQs, scope of works, and drawings for the construction/rehabilitation activities.
  • Supervise and monitor contractor works, works carried out by Daily/Incentive labor and/or repairs including correct usage, specifications of materials, and general quality of the works
  • In collaboration with the officer, produce site-level BoQs, and amendments in accordance with NRC Technical minimum standards
  • Ensure correct measurements of completion of works according to the plans approved by the Project Officer.
  • Respond to any project authorities/beneficiary information requests and complaints in regards to technical aspects of implementation directed by the Project Officer and M&E unit.
  • Report on technical aspects daily activities of Incentive labor and complete documentation in regards to technical performance
  • Participate in field-level coordination with community stakeholders in areas of project implementation as directed by the Officer.
  • Perform any other task relevant to the position as requested by the Project Officer and/or the Project Coordinator.

Generic professional competencies:

  • A minimum of 2 years of experience supervising construction/rehabilitation works at field level in private/humanitarian projects. Experience supervising contractors' works. Proven experience, knowledge, and skills to monitor construction projects.
  • A minimum of 2 years of experience in the humanitarian sector during identification of beneficiaries, distributions, community mobilization is desirable.
  • Fluency in spoken and written Portuguese. Some knowledge of written and spoken English. Knowledge of additional local dialects is a plus.

Context/ Specific skills, knowledge, and experience:

  • Technical certification in construction, or relevant work experience.
  • Experience in working in construction projects with an NGO, charity or similar organization is an added value
