Role objectives
Background information (job specific):
  • To reduce the threat posed by Radio Controlled IED’s (RCIED’s), specifically during manual approaches by IEDD Operators, our client in Somalia, AMISOM Support Project will deploy a number of ECM Systems across the 6 x AMISOM Operational Sectors. An ECM Operations Officer is required to ensure operational monitoring of the deployed ECM Systems, the regular maintenance of the ECM system & the training of ECM users. The position will directly interface with the AMISOM Support Project Operations Team & the Training & Mentoring Contractor. To fulfill the required tasks, the ECM Officer/Specialist will be based in Mogadishu with frequent deployments across the 6 x AMISOM Operational Sectors.
Functional responsibilities:
Advisory role:
  • Ensure the provision of technical assistance in the installation & setup of the ECM system.
  • Responsible to provide on request technical advice & guidance to AMISOM IEDD Operators, AMISOM Support Project Operations Team & the Training & Mentoring Contracted Staff.
  • Provide initial & regular ECM system refresher training to AMISOM IEDD Operators, AMISOM Support Project Operations Team & the Training & Mentoring Contracted Staff. MINUSMA operators as required.
  • Responsible to ensure the provision of scheduled servicing of the ECM system is carried out, the identification of failures reported by the ECM system, the solving, repairing or if necessary, escalation of faults to the provider's technical services. 
  • Maintain a technical a technical working relationship with the ECM system provider & document resolutions & analyses trends to prevent technical issues & problems.
  • Perform basic checks, preventive maintenance functions, incident management, troubleshooting & service restoration activities as directed by the ECM system provider.
  • Responsible for uploading & maintaining the current threat wave forms provided by the ECM system provider into the ECM system.
  • Ensure first & second levels of maintenance of the ECM system is in place in accordance with ECM system provider.
  • Ensure the management of spare parts stock & identification of required spare parts & immediately inform the AMISOM Support Project Manager of potential hardware/software problems so that an adequate service layer may be maintained at a specified level.
  • Draft for approval all ECM system technical procedures, publications & guidelines.
Administration:
  • Perform comprehensive administrative management pertaining to the ECM system project, including liaising with all stakeholders.
  • Provide weekly & ad hoc reports on ECM operational activities & implications on the project.
  • Provide input towards our clients internal strategic review processes, to provide recommendations to improve the quality of the project.
  • When requested, fulfill the role of the specialist ECM Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for explosive hazard accidents or incidents.
  • Other tasks as directed by the AMISOM Support Project Manager.
Project reporting

The position will directly interface with the AMISOM Support Project Operations Team & the Training & Mentoring Contractor.

Key competencies

Education:

- Advanced University Degree (Master’s Degree or equivalent) in Electronics, Communications, Data Processing Management or a related subject with a minimum of 5 years of relevant experience OR

- First Level University Degree (Bachelor’s Degree or equivalent) in Electronics, Communications, Data processing Management or a related subject with a minimum of 7 years of relevant experience OR

- Military Experience at the Officer level or Warrant Officer/Senior NCO (Non Commissioned Officer) with a minimum of 11 years of relevant experience.


Experience:

- Relevant experience is defined as experience in Electronics, Data Management or other related subjects.

- 5 years of experience as an ECM System Operator or an ECM System Maintenance Technician is required.

- Previous work experience in a demanding operational & high risk environment is required.

- Experience working in a peacekeeping mission is desired.

- Proven detailed knowledge of worldwide terrorist tactics & preferably within in the Africa context.

- Proven experience of Quality Management Systems is required.

- Training & advisory experience required. 

- Project management qualification or experience is desired.

- Internationally recognized driving license.

- Knowledge of UN systems & procedures is desirable.

- Computer literacy is required. Language: 

- Fluency in English (reading, writing & speaking) is required.

- Knowledge of another UN official language is desired. Key Competencies:
