NRC has obtained its registration in the Country in 2021 and is planning to implement activities within an integrated programme which includes Rapid Emergency Response (Shelter/WASH NFI distribution), Emergency Education, Information Counselling, and Legal Assistance (ICLA) and exploring other programmatic possibilities mainly Food Security and Livelihoods FSL. NRC has set up the basis of a country office, having established an office in Pemba and a field office in Mueda district and is rapidly recruiting staff alongside scaling up activities. There is a particular focus to implement in some of the hard-to-reach areas which have particular access constraints, especially due to the conflict.

  1. Role and responsibilities

The purpose of the Grants Coordinator position is to provide essential grant management support in delivering quality programmes in line with the NRC CO strategy and Plan of Action.

The following is a brief description of the role.

  1. Adherence to NRC policies, guidance and procedures, and consideration of NRC global and regional strategies when executing functions related to this role
  2. Develop and maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including the filing of grant documents
  3. Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
  4. Contribute to the development and revision of funding proposals, budgets, and donor reports
  5. Be updated on donor priorities, trends (such as interest in cash-based interventions) and track and share relevant calls for proposals
  6. The document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  7. Contribute to continuously improving internal grant management systems
  8. Provide an internal help-desk on donor-related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
  9. Coordinate the development and distribution of internal reports
  10. Contribute to PCM trainings and usage of the NRC PCM framework in the CO as delegated
  11. Support external donor audits
  12. Represent with relevant partners and donors as delegated
  13. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Manage the process of compiling reports (donors and internal reports) in close collaboration with Finance, Programme, and M&E teams, to ensure accurate, transparent, and timely delivery of narrative and financial documents for allocated projects
  2. Support on development of concept notes and donor proposals, and participate in writing them in close cooperation with relevant departments
  3. Support in the development of generic white papers, briefing notes, and SITREPS to be used in donor meetings and visits
  4. Responsible for compliance in relation to grant management and project cycle management processes for allocated projects
  5. Support in the development and implementation of grants-related trainings, including proposal and report writing
  6. Support in the maintenance of an accessible and well-organized filing system for storing all grant-specific files for all of NRC’s past and active grants, in compliance with GDPR
  7. Support in ensuring all documentation required is ready and available for audits
  8. Other relevant duties as assigned by technical or line manager

Generic professional competencies for this position:

  • Between 3-5 years of relevant experience within the field of expertise
  • Relevant experience in project management in the humanitarian sector
  • Experience working with humanitarian and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong communication, coordination, and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest
  • Excellent written and oral communication skills in English
  • Above average computer skills, including proficiency in Word, Excel, PowerPoint, and Outlook

Context related skills, knowledge, and experience:

  • Knowledge of the humanitarian and security context in Cabo Delgado required
  • Fluency in Portuguese and at least one local language of Cabo Delgado desired
  • Ability to work diligently both independently and in a team setting required
  • Willingness to travel regularly to the field in under-resourced settings required
  • Experience liaising with multiple stakeholders including government, donor, UN, and NGO partners an asset
  • Experience with strategic development, including proposal and budget creation desired
  • Experience with project/programme start-up/scale-up an asset
  • Understanding of SPHERE and INEE Minimum Standards preferred
  • Candidates with a university and/or advanced degree preferred; significant experience in grants management considered in lieu
