NRC has obtained its registration in the Country in 2021 and is planning to implement activities within an integrated programme which includes Rapid Emergency Response (Shelter/WASH NFI distribution), Emergency Education, Information Counselling and Legal Assistance (ICLA), and exploring other programmatic possibilities mainly Food Security and Livelihoods FSL. NRC has set up the basis of a country office, having established an office in Pemba and a field office in Mueda district and is rapidly recruiting staff alongside scaling up activities. There is a particular focus to implement in some of the hard-to-reach areas which have particular access constraints, especially due to the conflict.

  1. Role and responsibilities

The purpose of the Human Resources and Administration Officer position is the day-to-day implementation of the HR and Admin functions responsibilities.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks, and guidelines
  2. Implement delegated Human Resources and Administration function portfolio according to the plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents according to the SSD policy
  5. Promote and share ideas for improvement of the support function
  6. Support in the implementation of Human Resources and administrative systems and procedures at the area level
  7. Support in recruitment of staff, introductions, training, staff benefits schemes if requested
  8. Coordinate with relevant partners, suppliers, authorities when required
  9. Update staff records at the area office and ensure it is filed appropriately, and in compliance with NRC’s data protection obligations.

Specific responsibilities

  • Support Human Resources department with the roll-out of NRC’s Induction package and NRC Way for staff at area level and support staff to complete all mandator training
  • Support the Human Resources Manager in rolling out additional measures for the Prevention of Sexual Exploitation and Abuse (PSEA)
  • Manage all staff leave and absences and share updated records with the Human Resources Manager on a monthly basis
  • Work to promote gender equality in the organization, including through careful research of obstacles to female staff recruitment, retention, and promotion, in the local context.
  • Ensure paper and electronic records are maintained in a systematic manner in line with NRC's standard procurement procedures, providing a clear auditable trail
  • Establish and maintain good professional working relationships with landlords, service providers, and suppliers whilst strictly adhering to NRC's anti-corruption guidelines and NRC's code of conduct
  • Support in implementing efficient management of office supplies and consumables
  • Ensure that all NRC premises in the area are equipped and secured according to NRCs policies and standards 
  • Support the area teams to recruit and manage casual workers, and ensure they receive required training (i.e., Code of Conduct), and sign all required documents for filing
  • Promote a positive, safe and inclusive work environment for all Area Office staff, including through effective staff feedback mechanisms
  • Support in the implementation of a capacity building plan to train and develop staff as an integral part of duties
  • Make monthly updates to the staff contact list

Generic professional competencies:

  • Experience from working as a Human Resources and Administration Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Solid understanding of human resource management
  • Good knowledge in English and fluency in Portuguese, both written and verbal

Context/ Specific skills, knowledge, and experience:

  • Knowledge of the context in Cabo Delgado
  • Knowledge of the local languages is an advantage (Makua, Makonde)
  • Ability to handle information of a sensitive/confidential nature
  • Competency in the use of computer applications (Word, Excel, PowerPoint, and Outlook)
  • Strong organizational and team working skills
  • Strong negotiation skills and ability to deliver under pressure
  • Experience with the start-up of new operations
